The Consultant SRH Specialist post is located in the UNFPA Field Office and reports directly to the Sub-Regional Director who provides overall leadership, and receives input from the Programme Management team based in Suva, on the overall programme strategy. S/he is part of an inter-disciplinary team, which provides integrated programme, technical and operational support in delivering the SRP 6 Programme which includes the NZ MFAT funded youth programme and the DFAT supported Transformational Agenda programme and works in close coordination with the Vanuatu based Programme Analyst.

PSRO is currently in the process of recruiting a substantive SRH Specialist for Vanuatu, so in the meantime, this consultancy is expected to undertake the identified responsibilities before the substantive post holder takes up the position.

The Consultant SRH Specialist will work closely with partners to facilitate the coordination, management, monitoring and reporting of quality, timely and integrated technical and programme support to the country, ensuring that the agreed strategic interventions of the Transformative Agenda are implemented in the context of the UN Pacific Strategy and the UNFPA Pacific regional programme (SRPD) at the regional level and the UNFPA Country Programme at the national level, and in line with the 2030 Agenda for Sustainable Development, ICPD Programme of Action and UNFPA global Strategic Plan. More specifically, the interventions will contribute to measurably reduce unmet need for Family Planning through ensuring universal access to SRH information and services in the context of the national public health system supported where appropriate by civil society partners and the private sector.

 Scope of Work

The consultant will support the planning, implementation, monitoring, reporting and review country level program, technical and operational support for the Vanuatu Programme and will engage systematically with the Programme Management Team based in Suva and the DFAT post in the host country. 

Consultant is responsible for:

•    Advocacy and positioning of universal access to SRH in national and sub-national policy dialogue;

•    Effective planning, monitoring, reporting, review of programme at country level.

•    Support to Policy and Programme Development, Implementation and Coordination

•    Facilitation of a partnership framework in support of the Transformative Agenda under the leadership of the Ministry of Health;

•    Capacity development of the health sector workforce to deliver 5 modern methods of family planning, and selected SRH services

•    Regular spot checks, monitoring and reporting of the central pharmacy / medical stores and service delivery points at all levels, to ensure zero stock outs of RH commodities. 

•    Evidence generation, analysis and utilization of data for planning, monitoring and review and of the whole Vanuatu programme;

•    Programme Management and operational support and regular contact with the DFAT post in country;

•    Ensure programme management, finance, audit, and operational support,

•    As focal point to the assigned field office, the SRH Specialist ensures that programme assistance and capacity development needs are met and technical assistance is delivered and managed effectively through appropriate modalities for the successful implementation of the Transformative Agenda.

  1. MCDSR tools reviewed and finalized –October 30.
  2. Family Planning Training Report  – 30 November 2018
  3. Integration of SRH indicators in HMIS tools currently under development – 30 December
  4. RHCS Facility Assessment Desk Review Report  – January 2019
  5. Action plan developed based on the review of maternal and peri-natal deaths – 28 February 2018
  6. Minutes of first 2019 RMNCAH/Transformative agenda Submitted and Handover Note – 31 March 2019

Requirements and Qualification

Education

  • Advanced degree in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related field is required;

 

Knowledge and experience

  •  Minimum of seven (7) years of increasingly responsible professional experience at the advisory/managerial level in the area of relevant programme management and coordination, with at least three years at an International level;
  • Substantive technical knowledge and practical experience in population and development, sexual and reproductive health, and gender
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and  consultants;
  • Familiarity in communicating in a clear and articulated manner, technical and/or complex issues to different types of audiences;
  • Possess excellent interpersonal, negotiating, intercultural communication skills and political acumen;
  • Proven experience in managing complex programs and large scale projects would be an asset;
  • Experience in programme and/or technical assistance with the UN System
  • Previous experience with the United Nations and/or an International Institution or Organization is preferred;
  • Computer Literacy: Proficiency in the use of standard MS Office packages and the Internet.
  • Proficiency in both spoken and written English Language. Working knowledge of Pacific languages is an asset
