Consultancy - Process Mapping (HR Workflows and Procedures)

Location: Remote, supporting Client Services branch in EECA Regional Office

Position: 

The overall objective of this assignment is to visually capture the workflow of current procedures within and/or and involving Human Resources services at UNFPA that include but are not limited to:

  1. Accessing Official Records (Staff Files, Archives)
  2. Reference Verifications
  3. Learning requests
  4. Internships (identification of requirement, selection process, onboarding / offboarding)
  5. Consultants (identification of requirement, selection process, onboarding / offboarding)
  6. Request for UN documents (UNLP, Certificates of Employment, Family Certificate, ID or Access cards, Visa letters, Letters of Attestation, verification of original documents)
  7. Request for Official Travel (entitlement travel and official business)
  8. Attendance monitoring and Flexible Work Requests
  9. Claims procedures (reimbursement of expenses, loss of property attributed to service)
  10. Support services linked to employment status (email account, access to IT systems, allocation of office space or other resources)
  11. Procedural bodies (Central Review Board, Learning Board, Space Allocation Committee etc)

Scope of work:

Working closely with Department of Human Resources teams, and related stakeholders including HR Business Partners, Regional Directors, Country Offices, Division Directors, Staff Council, and counterparts in PSB, RMB and ITSO, the Consultant will undertake the following tasks:

Deliverable 1: Work plan within 7 days of commencement date–the consultant will interact with DHR stakeholders to categorize and prioritize components that are likely to provide success or learnings in relation to identifying areas of improvement as “quick wins” and those requiring increasing levels of collaboration and/or investments. Based on this understanding, create and have approved by DHR detailed work plan for the entire consultancy period including key deliverables dates.

Deliverable 2: Capture– Using correct tools identify, collect, record, synthesize and document current procedures, insights, and successful solutions for standardization across UNFPA from the following such questions:

  1. What technologies are currently being used and are they used effectively?
  2. What are the opportunities, gaps, challenges and lessons learned?
  3. Best practices of service delivery for respective areas.
  4. What enhances uptake of the procedure?
  5. Identify unintended outcomes and emerging opportunities and document
  6. Lessons and learnings from the engagement process
  7. Success stories
  8. Insights and innovations.
  9. Who is the process owner and what is the relevant delegation?

Requirements:

Education

Advanced university degree in Human Resources, Public Policy, Public Administration, Business Administration, Law or related field.

Experience

  • 5+ years of experience in human resources and/or change management. Experience working with a United Nations system organization is an asset.
  • Demonstrated experience in process mapping and workflows.
  • Experience in conducting research and drafting policy documents
  • Strong analytical skills
  • Excellent written English
  • Fluency in English. Knowledge of other languages is an asset. 
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.

Note: For remote work, it is required that the consultant will have access to a PC with reliable internet to perform the functions of the position.
