UNFPA Evaluation Strategy, 2022-2025

The UNFPA Evaluation Strategy, 2022-2025, outlines the strategic priorities, key actions and targets of the evaluation function at UNFPA. It realigns the evaluation function to better support the implementation of the UNFPA Strategic Plan, 2022-2025, by making evaluation more purposeful, robust and responsive to fast shifting contexts. 

As emphasized in the UNFPA Strategic Plan, high quality evidence and data are critical levers to achieve the three transformative results: zero unmet need for family planning; zero preventable maternal deaths; and zero gender-based violence and harmful practices. To this end, the evaluation strategy positions evaluation as an accelerator for the delivery of the three transformative results by advancing learning, adaptation, accountability and informed decision-making. 

The evaluation strategy sharpens the focus on building an organizational culture that seeks and utilizes evaluations. It further focuses on enhancing evaluation quality and innovation and strengthening evaluation capacities at various levels, including those of youth, to deliver evaluations focused on reaching the furthest behind first. The strategy also places greater emphasis on joint and system-wide exercises to enhance evaluation coherence within the United Nations system.

The Evaluation Strategy incorporates the lessons learned in the implementation of the previous strategy, including during the COVID-19 response. It was further informed by rich consultations with evaluation staff and senior management at all levels.
