Guidance on disability inclusion in UNFPA evaluations

In line with the United Nations Disability Inclusion Strategy (UNDIS), this resource integrates disability inclusion dimensions in UNFPA evaluation methodology and Evaluation Quality Assurance and Assessment (EQAA). Human rights-based, equity-focused and gender responsive evaluation approaches underpin all UNFPA evaluations. With the availability of this guidance, UNFPA Evaluation Office has intensified efforts towards ensuring no one is left behind and in reaching the furthest behind first. 

The guidance will also contribute to the implementation of the forthcoming UNFPA Disability Inclusion Strategy (2021-2023), and will support organization wide efforts to promote meaningful, transformative, and sustainable inclusion of persons with disabilities across all its programmes and operations, at all levels.

The guidance will be particularly useful for evaluation managers and evaluators to ensure disability inclusion dimensions are included in all phases of the evaluation process and in each type of evaluation. Evaluation managers and evaluators should use this guidance together with the UNFPA Evaluation Handbook on how to design and conduct a country programme evaluation, and the 2020 edition of the UNFPA Evaluation Quality Assessment (EQA) grid, that also integrates disability inclusion dimensions.
