Duty Station: Dakar, Senegal (In Person)
Purpose of consultancy:
In order to support the Human Resources services delivery needs of the WCAR region, the HRBP team will hire an International Consultant who will support all the recruitment needs for all 22 country offices.
The consultant will work under the supervision of the Sr. HR Business Partner, and will collaborate with the overall HRBP team and regional HR focal points to carry out all recruitment activities.
The IC will be responsible for the following activities:
● Support recruitment and selection process applying best practice HR tools and mechanisms, and brief managers and project personnel on different types of contracting modalities, HR policies and benefits.
● Prepare draft job descriptions/ terms of reference for staff in consultation with the respective technical staff ensuring compliance with UNFPA procedure. Prepare and disseminate vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels;
● Maintenance of proper filing system for HR records and documents;
● Coordinate the recruitment process for Individual Consultants in collaboration with the requesting unit ensuring compliance with the policy and Standard Operating Procedures.
● Interpret UN/UNFPA Human Resources and Administrative rules and regulations and provide guidance to the CO; identify ways in which the administrative needs can be met within existing policies; adapt processes and procedures, anticipate and manage operational requirements of the CO;
● Perform other duties as assigned.
The consultant will report directly to the Sr. HRBP and will closely with the team for general guidance.
Expected Travel: Travel is not required. Work will be in-person within the duty station.
Required Expertise and Qualifications:
Education:
● Completed Secondary Level Education. First level university degree in human resources, public administration or similar discipline desirable.
Knowledge and Experience:
● Six years of relevant human resources experience in the public or private sector;
● Experience of UN Personnel and administrative procedures and the ability to interpret administrative and personnel rules, regulations and procedures and explain them clearly and concisely;
● Proficiency in Atlas/ PeopleSoft, word processing and other computerized applications;
● Good writing and communication skills;
● Previous experience in the UN is an advantage.
Languages:
● Fluency in English and French is required. .
