The Position:

Under the overall direction and supervision of the UNFPA Representative in Cambodia, the incumbent will be working closely with the Cambodia GBV Programme team to coordinate and implement an ambitious GBV programme in Cambodia. The Programme Specialist, GBV, will be responsible for overall leadership, coordination and supervision of a small team. The Programme Specialist, GBV, post is located in UNFPA Cambodia country office in Phnom Penh.

Job Purpose:

The Programme Specialist, GBV, post will contribute to strengthening the capacity of governments and implementing partners to ensure coordination, visibility, and accountability for all GBV prevention and response related activities across all UNFPA programmes. Working within a Country Office environment, the Programme Specialist, GBV, will support the effective management and implementation of the GBV and harmful social and gender norms programmatic actions. The position will report directly to the Representative and will be under the technical leadership of the GBV Regional Specialists, the post will be responsible for leading and coordinating actions on GBV prevention and response working in close collaboration with Government, multi-lateral, bilateral partners, UN colleagues and civil society towards the reduction of gender-based violence. The GBV Specialist will ensure alignment with Government priorities and UNFPA’s mandate, policies and procedures and will lead and support coordination mechanisms including the joint UN GBV Sub Working Group and the GBViE Inter-Agency Working Group.
 

You would be responsible for:

A.  Programme Leadership 
●    Working closely with GBV Analyst and team to lead GBV through close partnership with the Ministry of Women’s Affairs, UN agencies and other stakeholders. 
●    Under the technical supervision of the GBV Regional Specialists, implementing the strengthening of GBV case management services delivered by government and non-government actors through close partnership, this includes the strengthening of GBV administrative data management and strengthening and scaling up a national GBV database system. 
●    Oversee the implementation of activities in GBV health and case management services including improved quality, timeliness, and accessibility.  Under the guidance of the GBV Regional Advisor, contribute to the development and contextualization and institutionalization of health and case management service protocols, standards and tools and policies. 
●    Support to referral pathway strengthening work at national and subnational levels including through the implementation of referral pathway standard operating procedures. 
●    Working closely with national UNFPA officers to ensure the linkages with GBV response services including safe and timely service referrals. 
●    Working closely with Government, civil society, and UN partners to advance the national action plan on GBV prevention. 
 

B.  Advocacy and Coordination 
●    Under the technical supervision of the Regional GBV Specialist, ensuring that all advocacy and communications messaging is in line with best global practice 
●    In close partnership with relevant government partners, support to coordination of GBV response services along the referral pathway, particularly in health and social services. 
●    Under the technical supervision of the Regional GBV Specialist, providing guidance in the GBV in Emergency, planning, monitoring, and reporting integration in the humanitarian sector.  
●    Support existing GBV coordination mechanisms including the joint UN and partners GBV coordination groups.
 

C.  Partnerships and Programme Management 
●    Managing UNFPA’s GBV programme interventions and support the GBV Programme Analyst in working with implementing partners’ workplans and budgets, monitoring, evaluation and reporting. 
●    Working with the chair and secretary of the multi-sectoral coordination mechanism on GBV at sub-national to strengthen their management, planning and reporting capacity. 
●    Ensuring management oversight of the GBV programme budgets, expenditures and reports in line with the programme manager delegation of authority.
 

D.  Capacity Development
●    Support coordination of technical assistance and institutional capacity building support to Implementing Partners (IP) and other stakeholders towards ensuring quality GBV services.
●    Provide orientation for project staff and other relevant stakeholders on GBV concepts (prevention and response) and GBV case management, 
●    Under the technical guidance of the Regional GBV Specialist, provide support towards arranging training including on GBV Data, Case Management and other topics.
●    Alongside the GBV team, mentor the project staff of Implementing Partners to apply GBV Guiding Principles and best practices in staff development approaches.
●    Support the UNFPA PSEA protocols and implementation.
 

E.  Monitoring, Reporting and Evaluation
●   Collaborate with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.
●   Perform any other duties as requested by the Supervisor and the UNFPA Management team.
 

F.  Coordination, Partnership Building and Resource Mobilization
●    Develop and maintain partnership and collaboration with external counterparts, including the UN/development/national partners for advocacy, technical cooperation, programme coordination, resource mobilization, and knowledge sharing in the area of gender equality and gender-based violence.
●    Support the coordination around the development of joint UN proposals related to GBV including GBViE. 
●    Ensuring positive relationships with donors and partners ensuring communications and donor reporting is accurate and accountable. 
●    Support the GBV coordination of work under the UNSDCF including through the joint UN Sub Working Group on GBV, GBV partner group and actively join the UN GTG together with national GBV analyst.
●    Coordinate with health sector response to GBV focal points in SRHR component in UNFPA.
●    Represent UNFPA in relevant development and humanitarian coordination bodies, including the GBV Sector/sub cluster to ensure that GBV issues are adequately considered in the context of both humanitarian and development efforts.

G.  Supervision and Performance management
●    Overall lead of the GBV team which includes the implementation of UNFPA performance management system.
●    Ensuring accountability on programme management, financial reporting and donor reporting for the GBV team
●    Initiate timely recruitment of necessary human resources to implement the GBV component of the Country Programme Action Plan. 
●    Support the management of national and international consultancy work for the GBV component.
●    Supervise, mentor, and coach team members in order to strengthen their capacity.

 

Qualifications and Experience: 

Education:  

Advanced Degree in social work or other social sciences, public health, gender, international relations, international law, human rights, or related field is required. 

Knowledge and Experience: 

●    At least five years of increasingly responsible professional experience in the field of gender and gender-based violence and addressing harmful social and gender norms programming and their application in development or humanitarian settings;
●    Experience in programme / project management including experience in multi-sector projects and actively liaising with relevant and potential project partners;
●    Proven experience in coordinating / managing teams;
●    Technical knowledge and experience in GBV prevention and response including case management using a survivor-centered approach;
●    Experience in humanitarian coordination particularly in area of GBViE is desirable;
●    Strong interpersonal communication skills including development of communications products;
●    Excellent report writing and compelling oral presentations;
●    Field experience is a strong asset;
●    Prior experience in the UN system is an asset;
●    Prior experience in psychosocial support will be an asset.
 

Languages: 

Fluency in English is required. Working knowledge of other official UN language is desirable.
