The Position:

Under the overall supervision of the UNFPA CO Representative and the functional supervision of the Humanitarian Coordinator, the incumbent facilitates and coordinates the rapid implementation of multi-sectoral, inter-agency GBV interventions in support of a robust and well-functioning GBV coordination body as part of the humanitarian architecture in CAR. He/she will work in close collaboration with the UNFPA Programme team as well as the WCARO GBV colleagues and, in particular, with the GBV Area of Responsibility (GBV AoR) team to ensure proper integration of GBV in the UNFPA national and regional response. 

More precisely, the GBV Coordinator is responsible to ensure comprehensive GBV prevention, risk mitigation and response programming in CAR by all GBV actors from the displaced and host communities, NGOs, government partners, UN agencies, and other national and international organizations throughout the nexus humanitarian, peace and development.

The GBV Coordinator supports and strengthens the capacity of the national response on GBV in the framework of the Humanitarian Response Plan and UNFPA GBViE programming to ensure a robust GBV programming and well-functioning coordination body that promotes the highest standards of GBV prevention and response, in line with UNFPA and IASC global guidance.

Job Purpose:

The humanitarian situation in CAR is marked by high levels of instability due to recurrent conflicts, which along with repeated natural catastrophes and high levels of food insecurity have increased people in needs of humanitarian assistance and forced/prolonged displacement. According to 202 HNO, 3,4 million people need humanitarian assistance in CAR, including more than half a million living as Internally Displaced Persons (IDPs), living in majority within host communities, and 816,000 women of reproductive age. The 2023 humanitarian response plan for CAR aims to reach 2.4 million people with a funding appeal of $465millions. In CAR, UNFPA coordinates the GBV Area of Responsibility at national level, a GBV coordination body as part of the Protection Cluster and provides oversight and guidance to sub national GBV coordination mechanisms. 

The incumbent will promote the highest standards in GBV coordination in line with global guidelines and operational principles such as gender equality, survivor-centered, accountability to affected population, localization and partnershipIts GBV Coordinator’s duties include:  building and sustaining coordination and partnerships; providing technical leadership and strategic planning; capacity development, advocacy, information management and reporting; and resource mobilization. 

The GBV Coordinator will use the GBV AoR’s Handbook for Coordinating Gender-based Violence Interventions in Emergencies (2019), Inter-Agency Minimum Standards for Prevention and Response to GBV in Emergencies (2019) and IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery (2020), to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.

Qualifications and Experience: 

Education:  

Master’s degree or equivalent in social work or social sciences, gender studies, human rights, international development, international relations, international law, public health, community health or related field.

Knowledge and Experience: 

  • Minimum of 7 years of experience in experience working on gender-based violence, of which 5 years at the international level, preferably in humanitarian settings.
  • At least 4 years of experience leading inter-agency coordination mechanisms with a wide range of stakeholders. Demonstrable knowledge of the critical components to facilitate effective inter-agency coordination.
  • Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
  • Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors
  • Knowledge of the current WCAR context and CAR context in particular.
  • Strong understanding of ethical issues with regards to collecting GBV data and design of safe GBV assessments. Experience of using GBVIMS would be an asset.
  • Understanding of international humanitarian, development, migration and refugee frameworks and architecture.
  • Excellent leadership, coordination and communication skills and demonstrated ability to work as part of a diverse team, including with team members based in other countries and/or organizations.
  • Must have political sensitivity and excellent diplomatic skills, be able to quickly understand and adapt to context and factors that might enable positive collaboration and coordination and be willing to seek regular guidance from country office leadership on these matters.
  • Commitment to a survivor-centered approach in the response to GBV.
  • Ability to work effectively under pressure.
  • Strong analytical and organizational skills.

Languages: 

  • Fluency in French is compulsory, as well as a good level of English
