The Position:

The Resource Planning Specialist, Policy & Analytics position is in the Division for Management Services, Resource Planning and Budgeting Branch (RPBB). It reports to the Chief, RPBB. The Branch is responsible for preparing, coordinating and managing the organization’s Integrated Budget from a comprehensive perspective. The Branch plays a key role in the planning, distribution and management of financial resources and the monitoring of expenditures. The incumbent supervises 1-2 international professional and/or general service team members.

Job Purpose:

In direct support of UNFPA's Programme and Management, the incumbent provides advice and guidance on budgetary policies and procedures, as well as analytical products and expertise to help inform decision-making on resource planning and budgeting to achieve optimal use of both core and non-core funds through the following areas of activities:

1.    Budget policies, advisory support, knowledge management and capacity building;
2.    Analytical work and products/briefings to help inform decision-making;
3.    Budget planning and formulation;
4.    Support to corporate efforts, management and country offices;
5.    UN reform and inter-agency work
6.    Supervision of direct reports

Qualifications and Experience  

Education:  

Advanced university degree in financial management, economics, business administration, business statistics, accounting, social science, or similar.

Knowledge and Experience: 

• ​7 years of increasingly responsible professional experience in the fields of budgeting / resource planning, policy, analytics, at national and international level.

• Strong research and analytical skills including experience developing analytical and statistical models, reports and briefings. Knowledge of ERP systems, in particular budgeting systems.

• Excellent computer and office software skills including in Microsoft applications, e.g. Word, Excel, Access and PowerPoint, are necessary.

• Familiarity with UN procedures and working methods, policies and procedures, is desirable.

• Experience in statistical data analysis using specialized software is desirable.

Languages: 

Excellent written and spoken communication skills in English; working knowledge of other official UN languages is an asset.
