The Position:

Under the overall supervision of the Representative, the Adolescents and Youth Programme Specialist plays a leadership role in coordinating and managing youth empowerment, policy and ASRH thematic interventions of the UNFPA supported programme and related projects.  The Specialist will lead the Adolescents & Youth unit of the Country Office and will be responsible for providing strategic policy and programme advice as well as overseeing project formulation, implementation and evaluation.

The incumbent will report directly to the Country Representative.

Job Purpose:

The Adolescents and Youth Programme Specialist leads the adolescents and youth unit, analyses trends in adolescent and youth issues as well as the social and policy related environment in-country.  The Specialist is responsible for leading all aspects of the UNFPA youth and adolescent programme and associated projects, in line with the principles of results based management and ensures coherence with agreed national and international planning frameworks, including the UNFPA Strategic Plan, Country UN Coordination Framework, National Development Plan, and related sectoral strategies.  The Programme Specialist may oversee the work of Programme Analysts and/or Programme Associates as well as other contingency personnel (consultants, advisors, and experts). He/she will establish and maintain collaborative relationships with counterparts in government, multilateral and bilateral donor agencies and civil society to address emerging issues, and must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.

Qualifications and Experience

Education: 

Advanced University Degree (Master’s or higher) in political sciences, social policy, public health, social mobilisation, business administration, international relations or other related fields.

Knowledge and Experience:

  • Minimum of five years of experience in advocacy work and capacity development, management and development of programmes relevant to Population and Development, Sexual and Reproductive Health and Rights.
  • Substantive knowledge of adolescents Sexual and Reproductive Health programming.
  • Excellent interpersonal, communication, negotiation, and managerial skills required. Self-starter, proactive, passion for the issues.
  • Proven ability to develop and implement effective resource mobilization strategies and campaigns.
  • Excellent written and oral communication and editing skills in English;
  • A thorough understanding of the UN system.

Languages:

Fluency in English.
