The Position:

The Programme Analyst on Sexual and Reproductive Health analyses and assesses relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s Tanzania Sexual and Reproductive Health (SRH) programme within national development frameworks and the UN Delivering as One context. S/he  will support the implementation, coordination and monitoring of gender-responsive maternal health and midwifery activities and contribute to the delivery of the Country Office programme targets related to  SRHR.

You will work under the overall supervision of the Deputy Representative and report to the Programme Specialist Health Systems.

Job Purpose:

Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of sexual and reproductive health, including maternal health/midwifery. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required. In addition, support the identification of new and emerging needs and new delivery modalities for SRHR, including maternal health/midwifery interventions 

You would be responsible for: 

  • In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures. 
  • Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
  • Analyzing and interpreting the political, social, and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention. 
  • Analyzing sexual and reproductive health-related policy papers, strategy documents, and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Assessing implications of new policy developments and strategies on sexual and reproductive health, including maternal health program execution, and ensuring their integration.
  • Establishing collaborative relationships with implementing partners, experts, government counterparts, and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices on sexual and reproductive health, sharing these with management for future planning, and supporting training needs of project personnel
  • Supporting the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events. 
  • Participate and support coordination of relevant national and sub-national fora including technical working groups, committees, etc, enhancing UNFPA mandate on sexual and reproductive health, midwifery, and maternal and newborn health in general.
  • Support preparation and management of relevant budgets including monitoring of expenditures to ensure timely and accurate reporting of financial information and delivery of program results.

Qualifications and Experience: 

Education: 

Advanced degree in public health, medicine, social science development and/or other related health and social science fields. Background in nursing and midwifery will be an added advantage.

Knowledge and Experience: 

  • Two to three years of professional experience in the field of development and population activities
  • Work experience in the field of sexual and reproductive health programs is desirable;
  • Experience in program/project management including experience in large multi-sector programs is an added advantage;
  • Experience using office software packages and web-based management systems. Quantum knowledge will be an added advantage.
  • Knowledge of the country's context and a good understanding of the government systems, particularly in social development and health areas
  • Work experience in the UN system and development partners will be an added advantage.

Languages: 

Fluency in English and Kiswahili; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
