The Position:
UNFPA Rwanda’s 8th Country Programme (2018-2024) is aligned to and contributes to national priorities set in the National Strategy for Transformation (NST I, 2017-2024); the United Nations Sustainable Development Cooperation Framework (2018-2024); the Health Sector Strategic Plan 4 (2018-2024); and contributing to Rwanda’s achievement of the Sustainable Development Goals (SDGs). The 8th Country Programme (CP) priorities are (i) Sexual and Reproductive Health & Rights, (ii) Adolescents and Youth, (iii) Population Dynamics, while supporting gender issues mainstreamed across and humanitarian interventions, to achieve UNFPA’s Three Transformative Results - (i) Zero preventable maternal death; (ii) Zero unmet need for family planning; and (iii) Zero Gender-Based Violence and harmful practices.
Under the current 8th CP, robust Monitoring & Evaluation (M&E), data and evidence generation are key to report and communicate results to partners and to the populations UNFPA Rwanda serves for accountability. To support strengthening M&E and Results-Based Management (RBM), Rwanda Country Office (CO) has been piloting the RBM Seal Initiative, UNFPA’s certification initiative aiming to recognize good performance of UNFPA country offices in RBM, along with the other 11 COs.
The M&E Specialist post will be located in the UNFPA Rwanda Country Office to provide programmatic support, in particular in planning, monitoring, reporting and evaluation, to UNFPA’s 8th Country Programme. S/he will work collaboratively with the Deputy Representative, ensuring quality and timely implementation of the Country Programme, outreach, partnership strengthening, while working in an integrated and collaborative manner with the Country Office’s programme and operations staff. S/he will work under the overall supervision of the Deputy Representative.

Job Purpose:
The M&E analyst will work collaboratively with the Deputy Representative to ensure the smooth monitoring and evaluation of the 8th Country Programme.
You would be responsible for:
Monitoring & Evaluation (50%)
- Contribute to the development of substantive/technical methodology, plans and tools for monitoring and evaluation of the 8th Country Programme;
- Support to the development of frameworks, methodologies and databases for ICPD and SDG monitoring;
- Contribute to the development and adaptation of tools and guidance in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff;
- Support liaison between UNFPA and other stakeholders, including UN agencies and implementing partners with respect to major M&E activities and provide solutions to identified issues;
- Support to the design, implementation and quality assurance of the 8th Country Programme Evaluation;
- Support the One UN Joint Programme M&E activities and represent UNFPA in technical M&E meetings such as Result Groups.
Program Management (30%)
- Support the Programme team in regularly monitoring the progress made by various projects in the 8th Country Programme;
- Contribute to the programme’s work planning and management, and review processes (such as development/review of Annual Work Plans);
- Regularly track the various indicators in the project documents;
- Provide inputs to communication and reporting on progress and outcomes in a timely manner.
Partnership and Resource Mobilization (20%)
- Contribute to strategic partnerships with government and national institutions, donors, UN and non-UN system organizations;

Qualifications and Experience:
Education:
Master's Degree in Economics, Statistics, Social Science, Development Studies, International Affairs or any other related field.
Knowledge and Experience:
- Minimum three years of progressively responsible professional work experience in Monitoring and Evaluation, programme planning, and management.
- Proven capacity in the areas of planning, monitoring, reporting and evaluation.
- Understanding of UNFPA core-mandate areas and experience in ICPD programming will be an added value.
- Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA.
- Field experience would be a strong asset.
- Strong analytical competencies.
- Excellent public relations, written and verbal communication skills.
- Strong interpersonal and organisational skills.
- Experience of the UN system is an added advantage.
