The Position:

The IT Specialist, PMO Governance and Change Management Analysis is responsible for supporting the IT Director in enabling projects and functions that are key to UNFPA’s strategic IT results. This includes functioning as the secretariat of IT governance functions, providing PMO functions, internal communication on IT matters and supporting operational aspects for ITSO such as Audits, reporting, budgeting and finance, human resources management and strategic planning.

You will report directly to the IT Director.

Job Purpose:

The IT Specialist, PMO Governance and Change Management Analysis will be responsible for the PMO function and will support the Director in ensuring IT projects and functions are aligned with the IT strategy. The role also supports the Director in drafting of presentations, responses to audit requests etc.

You would be responsible for:

The IT Specialist, PMO Governance and Change Management Analysis is responsible for the IT PMO function including tracking the overall IT project portfolio, supporting IT governance processes, supporting ITSO managers in budget planning and tracking as well as supporting IT change management and communication across the organization.

A. IT Portfolio Management support

  • Design, implement and help enforce framework, standards and guidelines for project portfolio management and transformation management.
  • Gather status and progress of IT project portfolio and draft reports for the Director to governance boards and stakeholders for timely information/intervention/decision.
  • Facilitate portfolio project overviews and financial cost benefits analysis.

B. IT Governance process support

  • Serve as secretary to IT governance processes and groups, including governance group(s) to develop agenda for general/sub-committee meetings, provide technical support/guidance, arrange meetings, record proceedings, disseminate minutes and decisions.
  • Keep record of all related information.
  • Establish collaborative partnerships with internal clients/colleagues to promote, engage and advocate best practices and innovation in portfolio management.
  • Design, implement and help enforce framework, standards and guidelines for change control processes. This includes supporting the board or committee meetings to ensure concerned parties/partners comply with policies and to ensure that changes to production systems are documented, tested, announced, and installed.

C. IT Planning and performance management support

  • Support ITSO units and their managers to develop and monitor annual work plans and budgets in line with corporate guidelines. 
  • Provide overviews and tracking of ITSO financial budgets and targets.
  • Propose ITSO processes and procedures for tracking budgets, allocations, accounting and cost recovery of IT resources and services.
  • Link IT capabilities and associated costs, benefits and risks to business needs.
  • Conduct analysis and report on ITSO performance and goals.

D. IT Communication and Change management support

  • Draft communication to stakeholders of IT systems and services through UNFPA digital platforms on new and ongoing IT initiatives which includes transformational projects, reporting, tools, standards, guidelines, and advisory services.
  • Draft communication strategy in support of the ITSO products and services.
  • Publish regular newsletters providing updates on new IT initiatives and status updates of ongoing initiatives.
  • Manage drafting of presentations, management reports, responses to audit requests etc. in collaboration with ITSO units providing substantial inputs.

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience: 

Education:  

Advanced university degree in Information Technology, Business Administration or related discipline. 

A first-level university degree in combination with 2 additional years of qualifying experience together with relevant project management certification may be accepted in lieu of the advanced university degree.

Knowledge and Experience: 

  • 5 years of specialized relevant experience is required related to IT project management
  • Knowledge of PRINCE2 or PMP. Certification is desirable
  • Experience with IT budget and expenditure tracking
  • Excellent communication skills and experience drafting documents and presentations on complex technical subjects
  • Strong analytical skills, ability to work under pressure and prioritize tasks
  • Experience with UN entities in ICT projects is desirable

Languages: 

Fluency in English is required; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
