International Consultant for the Preparation of an Action Plan for SDES

Purpose of the mission
The United Nations Population Fund (UNFPA) through its 4th Country Programme Action Plan (CPAP) supports the Government of the Islamic Republic of Afghanistan (GoIRA) in capacity enhancement in the areas of Population and Development, including data management and data utilization for policies and programmes. 
 
UNFPA has been providing technical assistance to the Central Statistics Organization (CSO) for the conduct of the Socio-Demographic and Economic Survey (SDES). The SDES has been completed in ten provinces (Bamiyan, Ghor, Daikundi, Kabul, Parwan, Kapisa, Samangan, Takhar, Herat and Nimroz) with funding assistance from the Government of Japan, UK-DFID, and USAID.  
 
UK-DFID is the main donor of the survey and has undertaken three annual reviews.  In the last annual review, an action plan is needed in order to improve some aspects of the survey. The initial action plan has been prepared and submitted to DFID.  However, in the light of the current security situation, the survey field work has been postponed and will be continued only when the security situation in the country improves.  DFID has then re-focused the project to utilization and dissemination of SDES data from the 10 provinces in which the SDES has been carried out as well as capacity building for CSO staff on data analysis and data generation and exploring/proposing  other data collection methods such as remote sensing, satellite imagery and area estimations. 
 
In view of the above, the service of an experienced consultant who will draft and finalize the structured action plan that would cover the above mentioned activities from January 2017 to December 2018, is needed. 
 
Scope of work
  • Work with CSO and UNFPA staff on the preparation of a structured action plan that would cover data utilization, dissemination, capacity building, and use of SDES data to generate population characteristics of non-SDES provinces and propose other data collection methods such as remote sensing, satellite imagery and area estimations. 
  • The plan should cover the period January 2017 to December 2018 and should include the resources that would be required as well as the timeline of its implementation;
  • Use as reference the good practices of statistical offices of other countries on data dissemination and utilization for policy making, programme development, project monitoring and  other data collection methods such as remote sensing, satellite imagery and area estimations. 
  • Design a monitoring tool to determine the progress/development of the activities in the plan as well as the assessment tool to determine the usefulness/contribution of the activities to the over-all outcome; and 
  • Conduct the training for CSO staff and prepare the manual on the estimation of mortality indicators derived from SDES.
The main deliverables are the following
  • Final version of a structured action plan for SDES data utilization, dissemination, capacity building and use of SDES data to generate population characteristic of non-SDES provinces; and  other data collection methods such as remote sensing, satellite imagery and area estimations.
  • Monitoring and assessment tools   
  • Training materials and report on mortality indicators
  • Training for CSO staff conducted
 
Duration and working schedule
The consultancy period will for the duration of 35 days that would cover the first and last week as home-based.  The contract would commence from 30 October to 13 December 2016.   All the above listed deliverables are expected to be accomplished within the consultancy period 
 
Under the overall guidance of the UNFPA Representative and direct supervision of the Census Technical Specialist, the consultant shall undertake the tasks mentioned above. The Technical Specialist and Programme Officer will provide technical assistance to the consultant and will attend to the consultant’s inquiries. Discussion will be scheduled whenever necessary.

Mainly within Kabul City
 
Required expertise and qualifications
  • Master’s degree or higher in demography, statistics, economics, social sciences, or population and development studies;
  • Minimum of 8 years of experience in the preparation of analysis of data from population censuses or socio-demographic and economic surveys;
  • Experience in data dissemination, utilization and advocacy for population and development issues;
  • Experience in post-conflict countries is an advantage;
  • Experience in field of data gathering in challenging work environment is an advantage;
  • Experience in technical capacity building or training in developing countries is considered an asset;
  • Excellent writing and communication skills. Fluent spoken and written English are essential; and
  • Excellent inter-personal and general communication skills.
