Duration: 3rd week of Aug’2016 to Dec’2016 for 40 working days (5 deliverables )
Background
The 3rd Myanmar Country Programme (CP) has been approved in 2011 by the UNFPA Executive Board and implemented in cooperation with the implementing partners (IPs) including government departments, INGOs/NGOs. The country programme consisted of 3 components namely Sexual Reproductive Health and Rights, Gender Equality and Population and Development. The CP is part of the United Nations Strategic Framework (UNSF) 2012-2015 in line with revised UNFPA Strategic Plan 2008-2013. The extension of country programme has been approved by the 2015 January UNDP/UNFPA Executive Board up to 2017. The extended country programme is aligned to UNFPA Strategic Plan (2014-2017) with more results focus interventions with four key programme areas: 1) sexual and reproductive health (including HIV/AIDS) 2) youth and adolescents, 3) gender equality and women’s empowerment and 4) population dynamics. UNFPA is partnering with the government departments, UN agencies, INGOs and local NGOs, foundations and research institutions in four programmatic interventions covering 89 townships in seven priority states/regions.
In this regard, Myanmar Country Office is planning to commission the independent evaluation of the UNFPA Myanmar Third Country Programme (2012-2017) in 2016 in accordance with the UNFPA evaluation policy. The evaluation intends to take stock of performance and actual achievements and provide independent and actionable recommendations as inputs to formulation of the next country programme for the period 2018-2022, which is the basis for further UNFPA’s support in Myanmar. In particular the 3rd country programme evaluation will aim at the following overall objectives:
• Enhanced accountability of UNFPA for the relevance and performance of the country programme 2012-2017;
• Broadened evidence-base for the design of the next programming cycle (2018-2022) in line with the corporate and national needs and strategies.
In order to process the conduct of country programme evaluation, UNFPA CO has developed the TOR of country programme evaluation that is approved by Evaluation Office. TOR mentioned the information of UNFPA’s assistance to Myanmar under 13 sections such as 1) introduction, 2) context, 3) objectives and scope of the evaluation, 4) evaluation criteria and evaluation questions, 5) methodology and approach, 6) evaluation process, 7) expected outputs/deliverables, 8) indicative work plan timelines, 9) composition of evaluation team, 10) payment of consulting fees, 11) management and conduct of the evaluation, 12) document to be reviewed , 13) annexes.
The CP evaluation TOR is required to be taken as guidance note for conducting evaluation of country programme by Myanmar country office including all stakeholders mentioned in this TOR. The evaluation TOR is attached for necessary use and reference. As mentioned in the TOR, a team of evaluators including one international consultant (called as member consultant) and two national consultants (called as national consultant) and one interpreter will be led by one international consultant (called as lead consultant).
Job Purpose
In order to implement the evaluation TOR, CO would like to recruit one international consultant on Population and Development to support the team leader of the country programme evaluation as mentioned in the evaluation TOR. Under the overall leadership of the UNFPA Representative and under the direct supervision of the Deputy Representative and with the support of M&E officer, international consultant will conduct the works related to evaluation of 3rd country programme in the areas of Population and Development. As the team member of evaluation, the consultant, under the supervision of team leader, will have the primary responsibility of undertaking the assigned tasks related to Population and Development. The international consultant will be responsible for supporting for relevant thematic sector review and provide inputs to team leader to produce the final report of the end of programme evaluation.
Deliverables:
The international consultant will have responsibility to support and provide inputs to the evaluation team leader to deliver the following deliverables (in 40 working days)
Design Report (including data collection instruments, evaluation matrix and clear timeline of activities) 10 working days
Data collection and in country mission including a debriefing presentation at the end of the field phase 3 weeks
Contribution to 1st Draft of the CPE report 5 working days
Contribution to 2nd Draft of the CPE report 5 working days
Final CPE report and evaluation brief preparation 5 working days
Key responsibilities/ Main tasks
The international consultant will be responsible for the following specific tasks:
• Providing inputs and insights ( based on the context of UNFPA CP to independent evaluation of UNFPA’s programme in Myanmar)
• Participating in meetings with governments counterparts, UNFPA staff, donors and other partners with the team leader
• Providing support and assistance to finalize the mission agenda, meetings and required visits
• Provide inputs to the deliverables: design report, draft evaluation report, evaluation brief and final evaluation report
• Undertake/assist with interviews and site visits with the Lead consultant
• Provide expertise in the respective programme thematic area
• Take part in the data collection and analysis work during the design and field phases.
• Responsible for drafting key parts of the design report and of final report, including (but not limited to) sections relating to the areas under the population and development.
Required Qualifications and Experience:
• Master’s Degree in social sciences (with specialization in Population and Development area)
• At least 10 years’ proven experience in leading evaluations in the field of development for UN organizations or other international organizations
• Experience conducting complex evaluations/research in the field of development for UN organizations or other international organizations in the relevant areas (health, population & development or gender/GBV)
• Strategic vision, strong technical and analytical capacities and demonstrated ability to collect, analyses and interpret data and information
• Experience in the relevant areas (health, population & development or gender/GBV)
• Preferably previous experiences with UNFPA programming in the areas of Health, Youth, P&D and Gender/ GBV matters
• Experience in/knowledge of the region especially the Myanmar development context
• Excellent reporting skills in the language of the report and communication ability
