INTERNATIONAL INDIVIDUAL CONSULTANT- To prepare a complementary report for the Demographic and Health Survey 2016 for nutrition.

Duration: This project is expected to start as soon as possible and to be completed by 31 December 2017

Location: The work will be conducted in Dili with the Ministry of Health Nutrition Department and facilitated by UNFPA.  

 Background Information:

The 2016 Timor-Leste Demographic and Health Survey (TLDHS) presents the major findings of a nationally representative survey with a sample of more than 11,000 households. The TLDHS was conducted by the General Directorate of Statistics, Ministry of Finance in collaboration with the Ministry of Health from July through December 2016. The 2016 TLDHS is the third such survey to be conducted in Timor-Leste as a follow-up to the 2003 and 2009/10 surveys and provides basic demographic, health and nutrition indicators. Data generated through TLDHS (and other nationally representative household surveys) in 2016 is critically important, especially for providing baseline data for the 2030 Sustainable Development Goals (SDGs). 

Objective:

The main objective of the Consultancy is to write-up a Nutrition Thematic Report based on the secondary analysis of the nutrition data of the TLDHS 2016. This is a data mining, data analysis, data interpretation and report-writing assignment. This work will be conducted in close consultation with the Ministry of Health’s Nutrition Department and Head of Partnership. The Consultant will draw on data from the 2003, 2009/10 TLDHS and other relevant surveys such as the Timor-Leste Standard of Living Survey 2014 and the Food and Nutrition Survey of 2013. The consultant is also required to conduct a series of workshops on secondary analysis to capacitate government partners, civil society and academia with skills that enable them to conduct further analysis of the surveys that they will carry out in the future and facilitate their understanding of the results. The consultant will also assist the Ministry of Health to prepare a series of press releases to be launched at the same time as the release of the TLDHS in December 2017 and to facilitate the MOH to respond to questions generated around the key findings of the TLDHS 2016.  

• Press release prepared to be launched in response to the release of the TLDHS 2016 report
• Draft Report by early-December 2017
• Final Report December 20th 2017

Joint monitoring will be conducted by the Ministry of Health and UNFPA.   

Supervisory arrangements:  UNFPA, DHS Focal Point and Representative 

No Travel required.

 Requirements:

• Masters Degree in Nutrition, Social Science or Public Health
• At least 15 years of work experience at international level in either demography, statistics, epidemiology, or mathematics, at both theoretical and field based in levels
• Quantitative and qualitative research methodology and conducting secondary data analysis
• Excellent knowledge of the nutrition context in Timor-Leste 
• Excellent written and oral English skills
• Evidence of previous publications on nutrition in Timor-Leste.
• Excellent ability to work within a team, in a challenging and changing environment, around sensitive issues; flexible and positive collaborative attitude
• Good communication, presentation and analytical skills, ability to work efficiently with governmental and non-governmental institutions, UN Partners, and civil society
