International Consultancy: Communication and Community Engagement Specialist, Ethiopia

Duration of contract: 6 Months. Planned start date 1 December 2022.

Background and purpose of consultancy: 

The primary responsibility of the Communication and Community Engagement Specialist is to support the work of UNFPA and the inter-agency PSEA Network to strengthen
communication with communities affected by crisis on the Protection of Sexual Exploitation and Abuse.

Scope of work:

The main objective is to ensure communities are better informed about their rights, services available, and where to report incidents of sexual exploitation and abuse. To ensure this happens in an appropriate and safe manner, direct inputs from affected communities, especially women and girls, will be sought to inform and refine the way humanitarian actors are communicating with beneficiaries of assistance.

Key responsibilities:

  • Lead the implementation of community engagement activities including
    • Ensuring data collection to gather feedback and input from communities, especially women and girls, is done in an ethical manner ensuring a do-no-harm approach
    • Support the data analysis of field research and develop clear and practical recommendations for humanitarian actors to improve communication with communities on PSEA
    • Disseminate research findings and recommendations to the wider humanitarian communities through different online and in-person platforms
  • As requested, provide training to PSEA Network members and UNFPA and its Implementing Partners on communication with communities approaches, IEC material, etc.
  • Lead the development of Information, Education and Campaign material focused on SRH, GBV, and PSEA in different Ethiopian languages ensuring the materials (flipcharts, posters, video, audio) is targeted to different audiences and inclusive and accessible for different abilities
  • Support the production and dissemination of IEC material to the regions, ensuring IEC material is used and displayed in appropriate manner   
  • Any other communication and community engagement tasks as requested by the Humanitarian Coordinator

Duration and working schedule: 6 months Expected start date 1 December 2022.

Place where services are to be delivered:  Addis Ababa, Ethiopia. Some travel to the field may be required.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): The consultant will present a performance report on monthly basis, in electronic copy.

Monitoring and progress control, including reporting requirements, periodicity format and deadline: Monthly work plan will be developed in consultation with the GBViE and communication teams.

Supervisory arrangements: The consultant will report to the GBV in Emergencies Program Analyst.

Expected travel: Travel to project sites will be required.

Required Qualifications and Experience:

Education:

  • Master's Degree/ Advance Degree in one of the following fields: social sciences, community development, public health, communication related disciplines.

Technical skills and knowledge:

  • Being familiar with participatory tools and methods for community engagement to facilitate the participation of vulnerable groups.
  • Being familiar with ensuring a do-no-harm approach which ensures adherence to the GBV Guiding Principles.

Required experience and Skillset:

  • 5-7 years of progressively responsible professional work experience in Communication and Community Engagment programme/project development, planning, implementation, monitoring and evaluation.
  • Demonstrated experience in planning and implementation of humanitarian communication and community engagement strategies and action plans
  • Demonstrated experience working on sensitive issues related to Sexual and Reproductive Health and Rights, Gender-Based Violence, and Protection of Sexual Exploitation and Abuse is a definite advantage.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA Country Office will facilitate access to office premises and office space.
