Duty Station: Yangon, Myanmar Country Office ((Possible travel to Nay Pyi Taw (DOP), if required)
The Government of Myanmar with support from UNFPA and donors conducted a census in April 2014. Main results in various publications have been published. Currently thematic reports are under preparation as well as dissemination workshops to promote data utilization. The overall responsibility of the consultant is to provide coordination support to the UNFPA Country Office and the Department of Population to ensure smooth and timely delivery of the planned census activities.
Scope of Work
The Census Coordination support consultant will be based in the UNFPA Country Office and will work under the supervision of the Census Programme Specialist and in close collaboration with the Chief Technical Advisor (CTA – based in Nay Pyi Taw); and in support of the Department of Population.
Specifically, the consultant will undertake the following tasks:
1. Carry out in-depth analysis of the evaluation forms, evaluation reports and checklists from the Township census dissemination workshop participants and monitors and prepare a 20-30 page report highlighting the key successes, challenges and lessons learned. This will include presenting the findings in charts/figures and profiling of the participants to the workshops (gender, designation, attendance, etc). The analysis will also comment on the completeness of the forms and the checklists.
2. Document usage of census data in development projects, plans, research, etc by the public sector, private sector, organisations and individuals.
3. In collaboration with the Department of Population, organize the launch symposium of the remaining thematic reports (coordinating the invitations, agenda, methodology, etc).
4. Undertake any other tasks relevant to the 2014 census as required by the UNFPA representative.
KEY DELIVERABLES
The consultant will provide soft copies of all work undertaken under this assignment. S/he will provide a consultancy report at the end of the assignment.
. MONITORING AND PROGRESS CONTROL
The Consultant will liaise closely with the Census Programme Specialist and regularly interact with the CTA and DOP as required. S/he will provide weekly updates (or more regularly, when required) on progress to the Census Programme Specialist.
Requirements:
Education
• Advanced University degree in Social Sciences, Demography, Statistics, Economics or related field;
Professional Experience
• Seven (7) years relevant experience in the field of population and development and/or population censuses, preferably in a developing country;
• Experience in qualitative and quantitative analysis of data (from evaluation forms);
• Knowledge and experience in population and housing censuses analysis phases in Asia ;
• Proficiency in current Microsoft Office software applications and census data processing software
• Excellent report writing and documentation skills
Language
• Fluency in oral and written English.
Services to be provided by UNFPA
UNFPA will provide office space with internet access for the consultant. Transport out of Yangon will be covered by UNFPA.
Payment Schedule
Payment will be made on a monthly basis. When required, DSA and travel allowances will be paid.
Terms and conditions will be in accordance with UN service contract procedures. Remuneration will be based on years of work experience in the relevant field and standard rates for UN consultancy.
