Purpose of consultancy: UNFPA's GCC Area office is located in Muscat, Oman. The office covers the Gulf Cooperation Council (GCC) states. Under the Trust Fund Agreement with the National Youth Commission (NYC) in Oman, UNFPA is hiring a consultant to provide Technical Assistance to NYC.

Being established in October 2011 the commission is working on developing its Strategic Plan and UNFPA through a Technical Assistance mission in 2015, Supported NYC in developing its Internal Strategic Plan. In 2016, UNFPA intends to continue with this endeavour and provide further assistance with the phase 2 of developing NYC’s Internal Strategic Plan.

Scope of work:

Under the supervision and guidance of the NYC designated officer and in close coordination with UNFPA (Representative and Programme Analyst) the consultant will work on the phase 2 of Internal Strategic Plan mission with the below scope of work:

1)Develop programmatic framework for the years 2016-2021

- Main programmes
- Programme Key and subsidiary objectives
- Programme strategies
- Main projects
- Performance indicators

2) Administrative and institutional development

- The bureau, committees, and missions of each committee
- Mechanisms of operation, meetings and reporting
- Developing the capacities of the Governance Committee
- Development of the structure, functions and programmes of the Secretariat
- Secretariat structure
- Functions of the various departments
- Work strategies for departments
- Building the capacities of the Secretariate and its employees
- Evaluation of the performance of the employees
- Policy development:
a. Development of regulations and internal procedures;
b. Administrative policies and procedures;
c. Programmatic policies and procedures;
d. Financial policies and procedures.

3) Operational and procedural plan- Develop an operational and procedural plan for governance, administrative and programmatic levels

4) Monitoring and evaluation plan- Develop a monitoring and evaluation plan with specific indicators to assist in reporting, evaluating, identifying success and challenges of administrative and programmatic operations

5) Media and Communication- Develop a Media and Communication plan for NYC.

Duration and working schedule: Tentative Mid June 2016  (3 months)

Place where services are to be delivered: NYC office - Muscat, Oman

Reporting requirements, periodicity format and deadline:  Consultant is to provide a monthly progress report to UNFPA. Detailed work plan schedule with clear deliverables to be developed by the consultant upon commencing of the mission.

Supervisory arrangements: The consultant will be working in the NYC office with the designated officer. S/He would be reporting to UNFPA Representative and/or Programme Analyst.

Required expertise, qualifications and competencies, including language requirements:

Education:

Master’s degree in Public Health, Communications, Business Management or any other Social Science field.
Knowledge and Experience:
-10 years of relevant experience in the field of Youth Development at National and or Regional level.
-Experience in designing/developing of strategies, policies and programmes relating to youth development.
-High cultural sensitivity and experience working in the Arab region preferably in the GCC states.

Languages: Fluency in written and oral communication skills in both English and Arabic is a must.

Other Desirable Skills:
Experience working with multi-cultural teams.

Inputs / services to be provided by UNFPA or NYC Muscat : The consultant will be working in NYC Office located in Muscat, Oman. S/He is expected to bring a laptop; rest provided by NYC.
