The Position:

As a member of the Client Services Team serving Regional and Country Offices, you will be  working closely with the Senior HR Business Partner / HR Business Partner (Sr. HRBP / HRBP) in the regional office assigned, in the provision of  delivering the full range of  high-quality HR services and programs to clients in the Regional Office and in Country Offices. You will report to the Sr. HRBP/HRBP.

Job Purpose:

The HR Analyst, Client Services will work closely with the Sr. HRBP / HRBP in the Regional office in the delivery and flawless execution of HR services and programmes to field-based  managers and staff. The HR Analyst will support managers and staff in the Regional Office and  the Country Offices in matters concerning talent sourcing, recruitment, onboarding and induction, mobility, performance management,  workforce planning, HR operations including contract management, contributing to policy development and advice training and career development and data analytics. HR Analyst positions have access to advice and on-the-job training from specialists in the individual HR occupations in the resolution of on-going non-routine casework.

You would be responsible for:

A. Delivering comprehensive HR Services 

  •  Develop a strong understanding of the rationale underlying HR policies to apply and interpret for staff and management on policies,  processes and practices; 
  • Working with the Sr. HRBP / HRBP and in collaboration with team members and the  respective program owners in DHR, support the delivery of the full range of HR client services on the  employment life cycle from recruitment and onboarding to contract management and  separation, and support the effective implementation of key HR programs in the client area, such as workforce planning, global mobility, performance/talent management, career  development and staff learning; 
  • Support the delivery of other HR programmes and initiatives in the client  area; 
  • Use agreed metrics to measure service delivery in the client area, prepare monitoring  reports and recommend corrective action as and when required;  
  • Research to adjust/improve HR policies, processes, practices or programs when  warranted to strengthen DHR’s client services in support of UNFPA’s strategic business  objectives; 
  • Prepare briefs, reports and presentations for clients or internally in the team, as required. 

 B. Partnership and coordination 

  •  Work with relevant stakeholders to ensure compliance and programme delivery in the  areas of duty of care, PSEA, evaluation, audit, investigations, ethics; 
  • In collaboration with DMS, PSD and Corporate HR participate in the definition and  implementation of country realignment processes; 
  • Liaise with relevant UNDP-BES or local UNDP office for benefits and entitlements  matters; 
  • Maintain and coordinate the master schedule of HR events in the regional offices where  training/dissemination of corporate initiatives are included, to ensure consistency of  coverage of country offices throughout the year; 
  • Track HR budgets and expenditures, ensuring all is properly charged. 

 C. Knowledge development and sharing 

  •  Contribute to knowledge development and knowledge sharing on understanding the  organization’s strategic objectives, clients’ business and related HR service delivery by  actively participating the DHR Community of Practice as well as any relevant events in the  client units; 
  • Participate in and contribute to special events organized for Client Services Teams for  knowledge sharing and community building; 
  • Promotes synergies country offices in their learning activities, including on-the-job  learning, while focusing on Region wide priorities; 
  • In coordination with the relevant HR colleagues, coordinate regular Information sharing  and capacity building sessions for HR focal points in the field; 
  • Liaise with HR colleagues within and outside the UN System to build knowledge and share  current good HR practices. 

Qualifications and Experience: 

Education:  

An advanced university (Masters) degree from an accredited university in Human Resources, Business Administration, Public Administration, Organizational Development or related discipline is required.  

Knowledge and Experience: 

  • Minimum of two years of progressively relevant experience in HR management providing strategic HR support to a large client base, and on a global level is required;
  • HR experience within UNFPA is considered an asset;
  • Knowledge of modern concepts and approaches, and evolving trends  in the field of Human Resources; 
  • Ability to deliver effective solutions to complex HR challenges in a multicultural and increasingly remote-based environment ; 
  • Strong analytical skills  – ability to extract data, identify trends and raise to the attention more senior staff with recommended actions;  
  • Demonstrated innovation and creative problem-solving abilities; 
  • Excellent organizational and multi-tasking skills – ability to coordinate several work-streams in parallel, while maintaining attention to details; 
  • Ability to handle confidential information and build a trusting rapport with staff at all levels of the Fund;  
  • Ability to collaborate effectively and create sense of cohesion in teams
  • Previous experience with development/humanitarian organization would be considered an asset. 
  • Excellent knowledge of information technology systems and tools. Knowledge of PeopleSoft HRMS would be considered an asset;

Languages: 

Fluency in English and French is required; knowledge of other official UN languages is desirable
