Position Summary:

The Demographic and Health Survey (DHS) Operations Manager is co-located in the UNFPA Papua New Guinea Country Office and at the National Statistical Office of Papua New Guinea. Under the direct supervision of the Representative, the DHS Operations Manager (OM) provides leadership and advice to the Country Office (CO) on all aspects of project office management and operations, with a particular focus on the Demographic and Health Survey (DHS) Project. The OM supervises staff as assigned by the Representative/Assistant Representative.

The DHS OM ensures a smooth functioning, well-managed and results-oriented Demographic and Health Survey (DHS) Project. S/he also contributes to the operations function of the Country Office. S/he facilitates project implementation and delivery by providing for the operational needs of the DHS Project managed by the CO. The DHS OM will ensure that the DHS Project is strengthened and supported in its operations, needs and queries by ensuring administrative management policies, regulations, rules and procedures are compatible with CO needs.

Requirements and Qualifications:

Education: 

Advanced degree in business administration, public administration, finance, human resources, information technology or a related field.

Knowledge and Experience:

• Minimum Five years of progressively responsible professional experience in administration, finance or office management.
• Thorough knowledge of the UN Staff Rules and Regulations, HR management policies, financial rules and regulations and procurement.
• Strong analytical and leadership skills.
• Strong verbal and written communication skills.
• Proficiency in current office software applications and corporate IT systems.
• Knowledge with Atlas (financial management system) highly desirable.

Languages:

Fluency in English is required; Knowledge of another UN language is an asset.
