Position Summary:
Under the overall direction and strategic guidance of the Country Representative, and the supervision of the Deputy Country Representative, the consultant will work closely with RHCH Specialist and RH Directorate at MOH to deliver on the assignment. The consultant is expected to submit weekly progress reports/ briefs on tasks and assignments. These reports must be submitted by the last day in each week. A final Report and knowledge transfer note is expected at the end of the assignment.
Purpose of consultancy:
The overall objective is to analyze 2012/13 – 2016/17 National Health Budgets with specific reference to the issues affecting the health sector vis-à-vis realities on the ground. The consultant will also support the MOH to analyze trends and track health sector allocations and spending on gender-sensitive sexual reproductive health interventions, to identify gaps in allocations and spending and advocate for adequate financial resources for sexual and reproductive health and family planning in particular by Government of South Sudan. The consultant will prepare relevant policy briefs and factsheets, and facilitate dissemination of key findings to stakeholders.
Scope of work:
The analysis will focus on:
1) The government allocation to the health sector in relation to the overall national government budget in 2012/13 – 2016/17 period
2) Allocation to sexual and reproductive health in general, and family planning in particular, in the national government budget
3) Determining whether the health sector budget allocation has taken into consideration needs and issues that were reflected in the Health Sector Development Plan 2012 – 2016.
4) Resource flows from development partners/ donors for sexual and reproductive health in development and humanitarian context, and how they are allocated and spent in the 2012/13 – 2016/17 period, mindful to avoid doubt counting
5) Highlighting funding gaps in the 2012/13 – 2016/17 health sector budgets and development assistance for the same period,
6) Highlighting gaps pertaining to responsiveness of the health sector budgets, funding and expenditure in relation to Sustainable Development Goals (SDGs); gender; adolescent sexual reproductive health, family planning, fistula and maternal health services.
7) Review and analyze the budget development process and identify the priorities and determinants
for fund allocation for both central and state governments.
8) Make specific recommendations to promote efficiency and effectiveness in resource allocation and expenditure for sexual reproductive health and reproductive rights as a key investment for sustainable development.
The consultant will work in a participatory manner under the leadership of the Ministry of Health and UNFPA Representative and in close collaboration with line Ministries to collect, process, analyze and produce succinct reports.
Specifically, the consultant is expected to:
1) Conduct interviews and meetings with concerned government and development partner officials
2) Conduct review of relevant government and development partner documents, budget speeches, and other briefs/ references;
3) Collate and synthesize key issues and present the preliminary findings of the survey to Health Sector Working Group, H6+, Health Development Partners Forum, Parliamentary Committees Committee on Health and Women caucus) and other stakeholders for comments/inputs. After this feedback, the report will be finalized.
4) Present the final draft report to MOH and UNFPA for approval in accordance with government protocol and procedures;
5) Prepare concise dissemination materials, such as an executive summary/ brief of the study, brochures/ flyers, factsheets, for easy sharing with partners and implementers;
6) Ensure the final draft report is copyedited, formatted, and ready to be printed;
7) Other related tasks to the scope of work as determined by the Minister of Health and/ or the UNFPA Representative.
The final report should contain the following:
• Percentage of the national health sector budget in relation to the total national budget.
• Amount allocated to and spent by the health sector by government and development partners/ donors, and determination of the extent to which the sector was be able to achieve its implementation strategies (in relation to the strategies and targets stipulated in the South Sudan Development Plan, Ministry of Health Policy and Health Sector Development Plans.
• Status of the reviewed budgets and actual expenditures in terms of addressing specific sexual and reproductive health, and family planning issues that were highlighted in the Health Sector Development Plan (2012 – 2016).
• Trend analysis to assess if short falls in previous years’ budgets have been addressed in the health sector budget estimates for 2016 - 2017.
• An assessment of the performance of the 2012/13 – 2016/17 health sector budgets and their responsiveness to South Sudan’s sexual and reproductive health and family planning needs.
• Assess the responsiveness of the 2012/13 – 2016/17 budget and expenditure patterns to prevailing maternal health and gender issues.
Required expertise, qualifications and competencies, including language requirements:
The consultant should have the following;
1) Minimum of Masters’ degree in Public Health, Health Economics, Development Studies, Public Health, Population and Development, Gender, Social Sciences and/or other relevant related fields
2) At least eight years’ of proven experience in analysis of public policy, national budgets (in relation to responsiveness to health needs, gender, and maternal and child health issues).
3) In-depth knowledge and understanding of issues of sexual reproductive health and family planning inequities in South Sudan or similar context.
4) Experience in mainstreaming gender in national and local development activities.
5) Knowledge and experience of mainstreaming gender, maternal and child health services in local and national development.
6) Excellent judgment, conceptual and analytical thinking ability;
7) Ability to communicate effectively orally and in writing;
8) Strong inter-personal, teamwork and organizational skills;
9) Good diplomatic skills and experience interacting with host country government agencies including development partners, and civil society organizations;
10) Proficiency in written and spoken English;
11) Familiarity with information technology, including proficiency in word processing, spreadsheets, and presentation software;
