Opening for International Consultancy for conducting the Somalia Country Programme Evaluation 2018-2020

Background
The United Nations Population Fund (UNFPA) Somalia Country Office is planning to conduct a Country Programme Evaluation (CPE) for its 3rd Country Programme (CP) of Cooperation (2018-2020). 
The primary purpose of the CPE is to provide an informative, evidence-based assessment of its 3rd Country Programme of Cooperation (2018-2020) to be used in the formulation of the next programme cycle. The second purpose is to show UNFPA Somalia country office’s accountability towards its stakeholders, donors and partners. The overall objective of the CPE is to provide an independent assessment of the relevance, effectiveness, efficiency, sustainability and coordination of UNFPA Somalia’s Country Programme of Cooperation’s interventions as well as the country programme’s connectedness through its contribution to the results within the humanitarian-development-peace nexus at national level. 

Reporting Arrangements
The National Thematic Consultants will report directly to the International Evaluation Team Leader and will operate under the overall supervision of the UNFPA Monitoring and Evaluation Specialist.  

General Objective
The three National Evaluation Thematic Consultants will have the responsibility for conducting and delivering their scope of work in the core thematic areas of the evaluation and for supporting the evaluation exercise. This will be through addressing UNFPA four thematic programme components (Sexual and Reproductive Health and Rights (SRHR); Adolescents and Youth; Gender Equality and Women’s Empowerment (GEWE); and Population Dynamics (PD) through the five outputs that were outlined in the Country Programme document, in addition to assessing programme coordination and assistance through the lens of effectiveness and efficiency.

Specific Objectives
1.    To conduct the specific evaluation of each thematic area and section of the Somalia Country Office Programme 2018-2020.
2.    To assist and support the CPE Design report development and to finalize the thematic evaluation sections of the final evaluation report, which will be submitted to UNFPA through the International Evaluation Team Leader. 

Deliverables
The National Evaluation Thematic Consultants will work closely with the International Evaluation Team Leader to ensure the below specific major deliverables are submitted and delivered to UNFPA:
1.    Contribute to the preparation of the design report in line with UNFPA and United Nations Evaluation Group (UNEG) standards and requirements.
2.    Evaluate each thematic section of the country programme and deliver as per the agreed deadline(s). 

The National Evaluation Thematic Consultant will be required to produce the deliverables during the CPE exercise as per the CPE work plan and the schedule of deliverables.   The total duration of the assignment is not expected to exceed 55 working days.  

Qualifications and Experience needed

The successful candidate should be a highly qualified evaluation Specialist/Expert, with at least 7 years of relevant professional experience in conducting evaluations under difficult circumstances, familiarity with all standard evaluation approaches, qualitative as well as quantitative methods of data collection and knowledge of all internationally agreed guidance and standards for evaluations. Evaluation experience in complex conflict and peacebuilding contexts, as well as knowledge of the political and economic situation in Somalia, would be additional assets. The specific requirements and qualifications are as following:
1.    Minimum of a Master’s Degree in public health, demography, social sciences, development studies or a related field.
2.    Minimum of 7 years of experience in conducting evaluations in the fields of SRHR, Population Dynamics (PD), Youth and Adolescents or Gender Equality and Women’s Empowerment (GEWE).
3.    Previous experience in research, data collection and analysis in the fields of SRHR, Population Dynamics (PD), Youth and Adolescents or Gender Equality and Women’s Empowerment (GEWE).
4.    Experience in similar exercises in conflict and/or post-conflict settings and in humanitarian crisis situations.
5.    Excellent analytical, writing and communication skills. 
6.    Ability to work with a multi-cultural and multi-disciplinary team of experts. 
7.    Excellent problem identification and solving skills.
8.    Should be able to provide deliverables on time.
9.    Excellent written and spoken English and Somali.
Level of effort and period of consultancy: The level of effort is estimated at maximum 55 working days within the timeframe 15 January 2020 until 30 June 2020 .

3.    Candidates should clearly indicate their preferences in regards to the four thematic areas covered by the evaluation exercise.
4.    Financial offer details including the daily consultancy rate. All payments are based upon outputs, i.e. upon satisfactory delivery of the services specified in the Terms of Reference and approval from the Evaluation Manager.
5.    Previous work samples (at least 2 work samples) related to the consultancy scope of work, ideally evaluation reports.
