The Position:

The Communications Specialist provides leadership, guidance, and strategic direction to the UNFPA CO to support the implementation of the Population Data Assessment Project and related population and development activities. The position requires a hands-on, output-oriented approach involving multiple stakeholders. 

You will report to the Chief Technical Advisor (CTA) under the overall supervision of the Representative. You will work closely with the National Statistics Office (NSO) and the Department of National Planning and Monitoring (DNPM) for the purposes of this project, and you will work closely with the UNFPA CO UNV Communications Specialist to ensure maximum synergy across related program activities.

Job Purpose:

UNFPA PNG is implementing a comprehensive data and population project that will involve new remote sensing population technologies to be used for the upcoming elections. The project will also address demand for data and data literacy. Other dimensions of the program include a demographic survey and the analysis of provincial level demographic data from an intergenerational perspective (demographic dividend). 

These activities necessitate well-designed publicity/advocacy materials, presentations, and identification of appropriate channels, to ensure that data are properly interpreted and used. Data should be converted into clear and concise messages suitable to different groups of people such as policy makers/programme managers/project evaluators, government officials – both at the national and local levels, students, journalists, youth, women, private sector, non-government organizations, etc. The design of these communication strategies requires the services of an International Communication Specialist (ICS).

You will be responsible for the strategy, vision, and implementation of project activities to promote engagement, understanding and use of population-related data. Your experience in data visualization and presentation will be used to expand partnerships and support from our different stakeholders. Your strong public speaking skills, mastery of graphic design and data visualization and multi-media experience will be harnessed to enhance the public outreach of the National Statistics Office and the Department of National Planning and Monitoring on topics related to population dynamics (including census) and the demographic dividend. Given current COVID restrictions, it is important that you are comfortable leading dynamic discussions and interactive learning sessions using virtual platforms. 

Requirements:

Qualifications and Experience

Education:

Advanced university degree in the field of Communications, International Relations, Political Science, Education and/or Social Sciences.

Knowledge and Experience:
  • Minimum five years of experience in developing country contexts.
  • Documented experience in communicating data from a census or a survey in a developing country.
  • Knowledge of current developments in the areas of communication and media (social).
  • Experience in strategic communication planning, social analysis, participatory research, focus group discussion, and evaluation of Communication.
  • Excellent IT and multimedia capabilities.
  • Experience with development partners is an asset.
  • Prior experience in Pacific and PNG is an asset
Languages
  • Fluency in oral and written English is required; Knowledge of Tok Pisin/Motu is an asset; working knowledge of another official UN language is desirable.
