Joint Evaluation of the UNFPA-UNICEF Joint Programme on the Abandonment of Female Genital Mutilation: Accelerating Change Phase I and II (2008–2017)

The purpose of the evaluation is to assess the extent to which, and under what circumstances, the Joint Programme has accelerated the abandonment of FGM over the last 10 years (since the start of the joint programme in 2008). The exercise will be both backward-looking to review the performance and results of the joint programme (Phase I and II) as well as forward-looking to identify lessons learned to inform the current implementation of the third phase of the joint programme.  It will also aim to assess the extent to which UNFPA and UNICEF, through the Joint Programme, have effectively positioned themselves as key players in contributing to the broader 2030 development agenda, in particular Goal 5, Target 5.3 relating to FGM.

To ensure the independence and credibility of the exercise, an external multidisciplinary team of evaluators and technical experts will undertake the evaluation. A joint Evaluation Management Group, composed of members from the UNICEF and UNFPA evaluation offices, will oversee the external evaluation team and provide the overall management of the evaluation processes. A joint Evaluation Reference Group, composed of key stakeholders of the evaluation, will support the exercise during key moments in the evaluation process.  In addition, National Reference Groups will be established in countries where field visits will be conducted.  Throughout the exercise, the joint programme Steering Committee will be informed of progress at key stages of the evaluation.
