Background
In 2016, UNFPA is launching the Data Journalism project, titled: “Developing Data Journalism in Myanmar, sharing the wealth of the census data”. This project aims to contribute to journalists’ use and dissemination of data in their reporting and journalistic analysis, to improve the quality of information shared with the general public and for effective advocacy with policy makers. In collaboration with UNESCO, UNFPA plans to develop data journalism teaching capacities at the National Management College, Department of Journalism and the Myanmar Journalism Institute in Myanmar to support the use of the data from the 2014 Population and Housing Census and other sources. The census data is a tremendous resource for Myanmar’s policy development, if stakeholders are aware of its value and have the capacity to utilize the data for evidence based policy development.
The international consultant will work together with a national consultant on this assignment. Depending on the level of expertise and experience of the applicants, a small team of consultants to implement these TORs will be considered.
The Data Journalism consultant has the following 4 deliverables (in 60 working days):
Development of data journalism course materials (60 hour university BA level, deadline 31 May)
Develop (1) a data journalism course (sessions, content, etc.), (2) teaching guide ((the reference guidebook for the teachers/trainers), (3) learner’s manual (the manual or book that students or trainees will use during the course, which includes exercises, syllabus etc.) This Includes:
• Develop, in consultation with UNFPA, UNESCO, the two Myanmar teaching institutions and a national consultant, the development of an outline for the data journalism course (deadline 1 May 2016), based on the UNESCO Model curricula for Journalism Education: a Compendium of New Syllabi, adapted to the Myanmar context.
• Develop, together with the teaching institutions and a national consultant, the development of the full teaching guide and learner’s manual including syllabus for data journalism and slides for presentations to support each session (deadline 31 May 2016)
• Ensure that the training module is aimed at building analytical thinking and data journalism skills and incorporates an adult-learning, participatory approach, with case studies, assignments and practice exercises, with the option of inviting local senior journalists to conduct sessions;
Conduct the Training of Trainers (to take place 4 weeks of May 2016, based in Yangon, including one week field research for participants)
• Develop a training module for the Training of Trainers, in consultation with UNFPA, UNESCO, the two Myanmar teaching institutions and a national consultant (deadline 1 May 2016).
• Provide the Training of Trainers, together with a national consultant, the teachers of two training institutions on data journalism resulting in the teachers having the capacity to implement the 60 hour data journalism course on BA level.
• Provide guidance and mentoring during the 1-week field research of the Training of Trainers and the related media products developed by the teachers as part of the Training of Trainers;
Mentoring of trainers at teaching institutions (during 2 weeks in September 2016, based in Yangon)
• Provide guidance and feedback on implementation of the module by the teachers of the two teaching institutions.
Develop assessment materials for the evaluation of the training and revise the data journalism teaching guide, learner’s manual, and syllabus based feedback and observations from the first course (Deadline December 15 2016)
• Revise, in close consultation with UNFPA, UNESCO, the teaching institutions and a national consultant, the data journalism teaching guide, learner’s manual, and syllabus, based on the first teaching experiences.

Qualifications and Experience:
• At least 15 years of experience in journalism, with at least 5 years of extensive experience in data journalism;
• Experience in Journalism Education
• Advanced degree in journalism, information technology, communication design or sciences, or related field;
• Knowledge of modern didactical methods and experience in developing teacher manuals and student modules at higher education level essential.
• Experience in providing training essential.
• Experience working with large sets of data, such as Census or large surveys is essential;
• Demonstrated aptitude for innovation, adaptation to context and flexibility, as well as proven ability to work on and reflect sensitive issues in complex development environments, is a requirement;
• Experience working in developing countries is an asset;
• Demonstrated understanding of UNFPA’s mandate;
• Excellent command of written and spoken English is essential;
