The Position:

The Finance and Operation Quality Assurance Analyst P2 post is located within the UNFPA Country Office in Namibia and reports to the UNFPA Representative.   
The Finance and Operations Quality Assurance Analyst P2 is part of a team coordinated by the UNFPA Representative, which provides integrated programme and technical support within a system strengthening approach fundamental to UNFPA’s overall strategy. S/he provides leadership and advice in all aspects of the Gender Equality/Combating Gender Based Violence (GBV) project financial and quality assurance management. In addition, S/he will assist all members of the Gender Equality/Combating Gender Based Violence (GBV) programme technical assistance team in all aspect of programme delivery relating to the effective and transparent utilization of the project funds, which includes but is not limited to procurement of and accounting for project materials and expenditures.

Job Purpose:

This position is responsible for ensuring effective, efficient programme, and finance, operations, and quality assurance support (including procurement and last mile assurance. Key to this role will be to support the planning, implementation and quality assurance for both programme and operations by providing and managing data inputs, providing logistical, financial, and administrative support working in an integrated and collaborative manner with the Country Office’s programme and operations staff. The Finance and Operations Quality Assurance Analyst is responsible for ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documented financial information for effective delivery and integrity of financial services and transparent utilization of project financial resources. S/he will conduct risk assessments and analyse factors affecting delivery and results achievement and recommend corrective actions and follow up on recommendations. 

You would be responsible for:

The Finance and Operations Quality Assurance Analyst promotes a collaborative, client-oriented approach consistent with UNFPA rules and regulations to achieve the following.

  • Ensure effective, accurate and transparent financial resources management and oversight of the Gender Equality/Combating Gender Based Violence (GBV) Project.
  • Ensure Implementation of operational and financial management strategies and procedures for the Project.
  • Provide quality assurance on the project related activities in consultation with the relevant technical staff 
  • Provide general support to the wider financial and operational activities of the project.

A. Ensure effective, accurate, and transparent management, oversight and control of the financial resources management of the Gender Equality/Combating Gender Based Violence (GBV) Project 

  • Provide financial analysis and oversight for all finance resources of the Gender Equality/Combating Gender Based Violence (GBV) Project and provision of high-quality professional advice to the Senior Management.
  • Ensure proper planning and expenditure tracking in accordance with UNFPA rules and regulations.
  • Provide technical support in the timely procurement and efficient handling of all projects related procurement needs (materials, supplies, equipment, reproductive health commodities, visibility items etc.)
  • Monitor the project financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions
  • Support the Gender Equality/Combating Gender Based Violence (GBV) Project financial resources through planning, guiding, monitoring, and controlling of the resources in accordance with UNFPA rules and regulations.
  • Prepare and monitor the project budgets and reports.
  • Establish and execute proper mechanisms to eliminate deficiencies in budget management.
  • Ensure advance payments and direct payments for projects are properly reviewed and ensure that payment information is properly recorded into the QUANTUM system on a timely basis.
  • Implement control systems that ensure that vouchers processed are matched and completed, transactions are correctly recorded and posted in QUANTUM; travel claims, and other entitlements are duly processed.
  • Ensure timely response to RO/HQ requests to resolve financial data issues

B. Ensure implementation of operational, financial management and quality assurance strategies and proceduresfor the Project:

  • Assist with full compliance of financial activities, financial recording/reporting system and audit follow up with UNFPA rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
  • Assist in ensuring that all financial transactions are identified, recorded, and verified in compliance with UNFPA Financial Regulations and Rules; and European Commission's Operational System (OPSYS) as outlined in the corporate policies and procedures.
  • Control of accounts closure.
  • Establish a proper control Account Analysis System and follow up with respective project colleagues to clear all outstanding accounting issues.
  • Organize and conduct training for project staff members and staff of implementing partners on finance, particularly as it relates to the policy and procedures of UNFPA and the EU
  • Assist in developing quality assurance tools and mechanisms and provide guidance on the completion of quality assurance checklists for effective management of the Project 
  • Ensure synthesis of lessons learned and best practices in Finance.
  • Support sound contributions to knowledge networks and communities of practice

C. General Support 

  • Stand-in for other team members on selected functions as may be required. 
  • Carry out any other duties as may be required by UNFPA leadership. 

 

Education: 

  • Advanced University Degree in Finance/Accounting, Business, or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy is desirable.

Knowledge and Experience: 

  • Experience in working in Finance/Operations in the United Nations Common System is required.
  • Solid knowledge of UNFPA Financial Rules and regulations is required.
  • Knowledge of Enterprise resource planning (ERP) is desirable.
  • Understanding of the UN common system in particular, UNFPA is desirable
  • Strong analytical and problem-solving skills and able to translate business requirements into logical systems specifications
  • Demonstrated ability to work in a team environment.
  • Make timely and appropriate decisions, taking into consideration various and complex issues.
  • Excellent proficiency in computer literacy and use of MS Office Packages, spreadsheets, word processing and computerized accounting systems.
  • Experience in the production of accounts using a major ERP system, preferably QUANTUM is desirable.
