The Multi-Year Costed Evaluation Plan outlines a strategic approach for the commissioning, management, and use of UNFPA evaluations from 2024 to 2027. It presents the proposed centralized and decentralized evaluations for UNFPA over four years, detailing the resources and risks involved.
The plan was informed by in-depth discussions with key stakeholders, ensuring its alignment with strategic priorities of UNFPA and evidence and learning needs of the organization. Given this participatory and transparent approach, the plan remains agile, highly relevant and utility-focused, given the evolving priorities and the dynamic contexts in which UNFPA operates, particularly in humanitarian settings.
Over four years, the Independent Evaluation Office (IEO) will manage 39 centralized evaluations and exercises, with about half (46 per cent) undertaken collaboratively, either as joint, inter-agency or system-wide exercises. This approach aligns with IEO’s ongoing commitment to the United Nations development system reform.
At the decentralized level, UNFPA will undertake 64 country programme evaluations and 6 regional programme evaluations. UNFPA will also engage in all evaluations of the United Nations Sustainable Development Cooperation Framework (UNSDCF).
The plan leverages existing resources and partnerships, and estimates an overall implementation cost of $29.42 million. The annual report on the evaluation function, presented to the Executive Board each year, will detail the implementation progress on the plan.
