The Position:

The Administrative and Finance Analyst (AFA) provides support to the International Operations Manager in undertaking operational functions including administration, finance, procurement, human resources, assets and logistics.

Job Purpose:

The Administrative and Finance Analyst ensures efficient, fully accountable, smoothly functioning and well-managed services that facilitate programme implementation and delivery.  The Administrative and Finance Analyst actively participates in inter-agency coordination to ensure UNFPA’s need in common systems and service issues are met. S/he fosters a collaborative, client-oriented approach towards the CO’s programme team and UN community and supports effective communication and cooperation with Headquarters (HQ)

You would be responsible for:

  •  Managing day-to-day office operations, ensuring smooth running of the office and provision of high quality and timely service delivery, promoting innovation and high client satisfaction, as well as maximizing efficiency and effectiveness of office operations to ensure operational excellence of the CO.
  • Addressing operational bottlenecks in a proactive manner, advising when deviations from regulations may be required, and proposing alternative solutions to meet outcomes. Monitors and tracks of all transactions related to positions, recruitments, benefits, earnings/ deductions, retroactivity, and adjustments.
  • Provides supervision to travel, protocol, ICT, premises and common services. etc.
  • Within delegated authority, supports moderate and non-routine procurement, vendor contract management, procurement planning, and prequalification of suppliers and vendors. Drafts and reviews contracts and LTAs established by the Country Office and the procurement undertaken by PSB on behalf of the CO efficiently in accordance with procurement procedures.
  •  Reviews the timely provision of goods and services for the CO and projects following established corporate procedures regarding sub-contract review and awarding of contracts, evaluating cost effectiveness and managing negotiations. 
  • Assists with      management of UNFPA assets/Inventory and facilities including monitoring vehicles.
  • Works closely with the International Operations Manager and Finance Associate to support the review budgets in accordance with the office procurement plan including programme related activities.
  • Backstops International Operations Manager at the time of his/her absence.
  • Provides technical support to the efficient management of office and programme financial resources through planning and tracking of available resources exercising appropriate financial control and ensuring corporate financial policies are met and reporting structures established and maintained.
  •  Analyses and monitors of the CO’s financial situation and drafts management reports on implementation and utilization of resources in order to inform management decisions. 
  • Supports the implementation of the Harmonized Approach to Cash Transfer (HACT) interagency initiative, including the management of the National Execution (NEX) requirements for the CO. Participates in the local HACT/Finance working group and applies meetings ‘recommendations as needed in his/her work
  • Assists the International Operations Manager with the promotion of      UNFPA’s interests in common systems activities relating to Common Back Office (CBO and Common Premises (CP), cost recovery, cost-sharing arrangements with in-house sub-offices, privileges and immunities,, entitlements/benefits and salary surveys, security, etc. by participating actively in inter-agency meetings and relevant OMT working groups
  •  Carry out any other duties as may be required by IOM


Qualifications and Experience: 

Education:  

Advanced degree in business administration, public administration, finance, human resources, information technology or a related field.

Knowledge and Experience: 

  • Some professional experience in administration, finance, procurement, human or office management would be considered advantageous although not required.
  • Strong analytical and strategic thinking skills.
  • Strong verbal and written communication skills.
  • Proficiency in current office software applications and corporate IT systems.
  • Certifications in Finance, HR and Procurement would be considered as an asset

Languages: 

Fluency in English and Urdu is required.
