Ending maternal deaths from preventable causes is a bedrock of the ICPD Programme of Action, a critical indicator for the Sustainable Development Goals (SDGs) and one of the three transformative results of UNFPA. While globally much progress has been made, maternal and newborn mortality reduction is not on track to meet the SDG targets in 2030, aggravated by the adverse socio-economic effects of the COVID-19 pandemic.

Established in 2008, the Maternal and Newborn Health Thematic Fund (MHTF) is at the forefront of supporting the achievement on this target, focusing on integration of sexual and reproductive health and rights (SRHR) and maternal and newborn health (MNH) services. The MHTF delivers technical and financial support in 32 high burden countries.

The mid-term evaluation of the Maternal and Newborn Health Thematic Fund Phase III, assesses the MHTF progress and challenges from 2018 to 2022 and identifies key lessons to inform its next phase. In particular, the evaluation determines the extent to which the MHTF has contributed to strengthening health systems, improving quality of care, and advancing equity, human rights and accountability to stakeholders in partner countries. The evaluation provides ten evidence-based recommendations to inform the next phase of the MHTF.
