This synthesis consolidates evidence from seven Inter-Agency Humanitarian Evaluations (IAHEs) covering nine different contexts spanning 2015 – 2025: Mozambique Cyclone Idai (2019), Ethiopia drought (2015-2018), Yemen (2015-2021), Afghanistan (2021-2023), Northern Ethiopia conflict (2021-2023), Somalia drought (2022-2024), and the Türkiye/Syria Earthquake (2023-2025).
It reflects on the humanitarian system's collective performance over the last decade and highlights priority areas to strengthen effectiveness, accountability, and impact, in line with ongoing humanitarian reform efforts.
This IAHE synthesis was led by OCHA, and the UNFPA Independent Evaluation Office was part of the Management Group along with ALNAP, IOM, SCHR, UNICEF, and WFP.
