In the second half of 2025, the crisis in Ukraine severely compromised sexual and reproductive health (SRH) and protection landscapes across the region. Attacks on critical energy and healthcare infrastructure threatened maternal health and emergency obstetric capacity, while women and girls faced heightened risks of gender-based violence (GBV) and conflict-related sexual violence used as a weapon of war. These protection threats, compounded by food insecurity and the socio-economic impacts of long-term displacement, significantly affected adolescents and youth. By December 2025, the humanitarian impact remained acute, with approximately 3.7 million internally displaced persons and 5.9 million refugees globally, 90% of whom were hosted in European countries.
UNFPA’s regional response to the Ukraine crisis supported hundreds of health facilities and safe spaces, trained nearly 1,000 service providers, and reached tens of thousands more through awareness-raising campaigns, showcasing a strategic deployment of resources tailored to the specific protection and health needs of each country. In Ukraine alone, UNFPA reached 365,460 individuals with SRH services and over 8,000 people with GBV services in 2025.
UNFPA expresses its sincere gratitude to all member states and donors for their steadfast support of our regional humanitarian response. Thanks to this collective commitment, UNFPA secured 78% of the $94.4 million required to address critical GBV and SRH needs throughout 2025.
