The Position:
 
The Monitoring Officer position is located in the Policy and Strategy Division and reports to the UNFPA Adviser on Implementation of the International Decade of People of African Descent. He/she supports operations of the Interdivisional Working Group (IDWG) on People of African Descent, focuses on development and monitoring of the group workplan, integration of the results of academic research into operational plans, and organization of evidence-based advocacy. S/he supports management of projects and initiatives of the IDWG and consolidates required inputs for integration into the UNFPA’s Strategic Plan frameworks.

Job Purpose:
 
The Monitoring Officer works under the supervision of the Adviser on the UNFPA initiative for People of Africa Descent.  S/he supports substantially and operationally the functioning of the UNFPA Secretariat established in support of the implementation of the International Decade of People of African Descent; in this capacity liaises closely with the working group members and works in close collaboration with the team responsible for results reporting. The Officer provides analytical data inputs in support of the development of the UNFPA initiative for People of African Descent and implementation of the UN International Decade for People of African Descent. S/he further works on development of the evidence-based materials, communications and organization of the events with member states, civil society and others on various aspects of the UNFPA programmes. 
 
The main responsibilities of the Officer are:
● Provide support for the implementation of policies, tools, guidance, systems and capacity building on results planning, monitoring and reporting;
● Collection, validation, analysis and dissemination of quantitative and qualitative data on results from UNFPA units; 
● Contribute to initiatives for quality assurance of results planning and reporting.

Requirements:

Qualifications and Experience

Education: 

Advanced university degree in one of the following disciplines: economics, statistics, demography, data management, international affairs, international development, public administration, management or other related field.

Knowledge and Experience:

At least 5 years’ experience in programme data management, data quality assurance;
Excellent interpersonal skills, creativity, project management skills, partnership building, a positive and outgoing personality, and ability to interact successfully with people of different backgrounds and cultures.
Ability to work autonomously and as part of a multidisciplinary team;
Knowledge of the United Nations system, dedication to the principles of the United Nations and strong interest in development work, especially the mission of the United Nations Population Fund;
Initiative, strong conceptual abilities, sound judgment, liaison skills and management skills are also highly desirable;
Familiarity with social equity and inclusion targeted advocacy;
Knowledge of results-based management approach, skills in data analytics;
Experience in working in a multicultural environment.
Other Desirable Skills:

Initiative; strong conceptual abilities; sound judgment; strong interest in development work, especially the mission of UNFPA; and dedication to the principles of the United Nations.

Languages:

Fluency and full working knowledge in English is required, a working knowledge of another United Nations official language such as French, Spanish, Arabic, Chinese or Russian is an asset.
