The Position:

The Technical Specialist (GBV) will lead the UNFPA PNG Country Office GBV portfolio. S/he will report to the Deputy Representative under the overall guidance of the UNFPA Representative in Papua New Guinea. S/he will oversee the design and delivery of all GBV programming across development, humanitarian and peacebuilding contexts to ensure adherence to global best practices and standards. The position will also lead Sorcery Accusation Related Violence (SARV) programming.

Job Purpose:

You would be responsible for:

The Technical Specialist will oversee the design and delivery of all GBV programming to ensure adherence to global best practices and standards. They will provide technical and strategic leadership in GBV and gender equality including through advocacy and coordination. The Technical Specialist will also lead Prevention of Exploitation and Abuse actions on behalf of UNFPA and the UN Country Team. The Technical Specialist will lead the GBV team including direct supervision of staff. They will be responsible for partnership management and are expected to work closely with other UNFPA teams to ensure complementarity and integration with other UNFPA mandated areas, namely peacebuilding, data, reproductive health and youth.  The Technical Specialist will report to the Country Representative. The position will be based in Port Moresby, PNG.

 

Qualifications and Experience: 

Education:  

  • Advanced University degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field;

Knowledge and Experience: 

  • At least 7 years of increasingly responsible relevant professional experience in GBV, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
  • Expert knowledge of gender and GBV issues including relevant international human rights standards and mechanisms;
  • Experience designing and leading GBV in emergency interventions as well as programmes which span the humanitarian-development-peacebuilding nexus;
  • Experience leading GBV system strengthening initiatives with a focus on health and/or social protection systems;
  • Experience designing and leading primary prevention interventions, in particular in the education sector and with in and out-of-school youth;
  • Experience in Prevention of Sexual Exploitation and Abuse, with a preference for experience in leading inter-agency PSEA action;
  • Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; the global Essential Services Package for Women and Girls;

Languages: 

  • Fluency in English is required. Working knowledge of another official UN language is desirable.
