The Sexual and Reproductive Health  (SRH) Consultant is located in the UNFPA South Sudan Country Office in Juba, South Sudan, and reports to the Deputy Representative.  S/He plans, manages and monitors the full range of SRH programme work of the Country Office.

Context

The South Sudan Country Office is seeking to engage an SRH Technical Specialist to coordinate its Sexual and Reproductive Health component of the Country Programme which encompasses: Strengthening national capacity to implement the Minimum Initial Service Package (MISP); Creating an enabling environment and strengthening national capacity to deliver comprehensive sexual reproductive health services including treatment and management of fistula.; and, Increased access by adolescents and youth to comprehensive sexual and reproductive health information and youth-friendly services including HIV/AIDS prevention.

Job purpose

Under the overall oversight of UNFPA Representative and direct supervision and guidance of the Deputy Representative, the SRH Technical Consultant will have the responsibility for coordinating the planning and implementation of the SRH Programme geared towards the reduction of maternal and newborn mortality and morbidity as well as HIV/AIDS prevention in South Sudan.

S/He manages the annual planning of SRH programme including support to MoH and Implementing partners to develop their annual work plans. In addition the SRH Consultant works with other UN Agencies in the development of the UN Interim Cooperation framework as well as UNFPA country program.

S/He contributes to the establishment of partnerships with government, professional bodies, national institutions, United Nations partners and other development partners aiming at supporting SRH programme in South Sudan.

The SHR Consultant will work within an integrated and coordinated approach. In this regards the primary roles of the SRH consultant include:

  • Planning and implementation of SRH programme
  • Support achievement of SRH programme results
  • Support capacity development of counterparts and implementing partners
  • Develop evidence based good practices and lessons learned.

Major Activities / Expected Results

Key responsibilities and duties in Sexual and Reproductive Health Programme

Specifically, the SRH Consultant will deliver on the following:

·         Guide the development and implementation of plans for SRH/family planning and EmONC with strong RH/HIV linkages based on national frameworks.

·         Conduct advocacy activities for implementation of evidence-based maternal health programmes with the Government, donors and others stakeholders in the health sector; including into global initiatives such as H4+

·         Provide leadership in collating and documenting responses on maternal health and innovative RH interventions and share lessons learned and success stories for improved programming, advocacy and resource mobilization

·         Provide technical leadership and support in strengthening health systems and improving integrated approach to maternal health that combines: Human resources, reproductive health commodities/Family Planning; and EmONC

·         Provide technical leadership in building capacity of National stakeholders in the area of SRH/maternal health/EmONC and Family Planning

·         Establish and maintain effective collaborative working arrangements with various MoH directorates at national and state levels, public health facilities, professional bodies, health training institutions, and other stakeholders including the UN system.

·         Assist national partners in analyzing and disseminating data on the utilization of maternal health services

·         Assist to organize and participate actively in meetings and related forums as well as participate in government-development partners joint monitoring missions to assess progress of the SRH programme implementation,

·         Provide support to the process of technical/annual and financial reviews of the SRH programme through the preparation of internal documents to assess progress of implementation

·         Oversee, monitor and analyze on a continuous basis, substantive programme implementation, including preparing substantive programme and financial reports

·         Represent the Country Office in coordination meetings related to SRH programmes

·         Actively participate and substantively contribute to the CO resource mobilization efforts especially for SRH programme activities

·         Undertake any other assignments as may be given by the Representative

Produce end of assignment report with relevant annexes and recommendations

Work relations

External partners include staff of sister UN agencies, government agencies, international and local NGOs in particular UNFPA CO implementing partners to exchange information and maintain partnerships.

Internal partners include primarily UNFPA Country Office staff, other technical consultants as well as staff of other UNFPA Country Offices and Regional Office

 

Job requirements

·      Education

o   Advanced degree in Medicine and Public Health or other directly related field sexual and reproductive health.

 

·      Work Experience

o   8 years of responsible professional experience in the area of sexual and reproductive health programme, with at least five years at the international level;

o   Proven experience in Family Planning  and Emergency Obstetrics Care is essential

o   Health systems experience, health reform, an asset

o   Knowledge and understanding on quality of care, specifically client rights issues and behavioral change communication

o   Experience in health systems and sector reform, review, (SWAps etc.),

o   Understanding of Human Rights dimensions of SRH/FP and gender, an asset;

o   Strong track record of technical leadership, and proven ability to produce demonstrable results;

o   Demonstrated ability to network within the development partners community;

o   Familiarity with management and monitoring tools is desirable;

o   Familiarity and experience in health/reproductive health programming in humanitarian setting and resilience an advantage

o   Knowledge of the UN system and other international development organizations

o   Ability to work in a multi-cultural team and work in a non-family duty station

 

Languages: Fluency in English is required. Working knowledge of Arabic is an added advantage.
