The Position:

The Youth Analyst is responsible for providing technical and programmatic inputs to the planning, conceptualization, implementation, monitoring and evaluation of the Country Office Adolescent and Youth initiatives, especially on the issues of teen pregnancy, HIV, Gender/Gender-Based Violence, comprehensive sexuality education (CSE), and Youth in Emergencies.

You will maintain collaborative relationships with youth groups, government, non-government organizations, civil society, multi-lateral and bilateral donor agencies, co-United Nations agencies, programmes and specialized agencies and other development organizations.

You will report directly to the SRH Policy Specialist.

Job Purpose:

You will ensure the effective management and coordination of UNFPA projects and activities adolescents and youth, especially on the issues of teen pregnancy, HIV, Gender/Gender-Based Violence, comprehensive sexuality education (CSE), and Youth in Emergencies. You will work on project formulation, implementation and evaluation, joint programming initiatives and development frameworks. You will aim at strengthening and reinforcing UNFPA's lead role in Adolescents and Youth through provision of high quality technical assistance to government and non-government counterparts. You will ensure provision of the needed technical support and guidance towards promotion of integrated and quality Adolescent and Youth programming utilizing the development-humanitarian-peace building nexus.

You will provide technical support to national, regional and local authorities, youth groups, civil society and implementing partners to ensure optimal program implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy for policy change and clear communication of UNFPA mandate, work and results for adolescents and youth.

The technical and coordination work expected from the Youth Programme Analyst shall primarily be in line with the Philippine Development Plan (PDP) 2017-2022, the Responsible Parenthood and Reproductive Health (RPRH) Law, the Magna Carta for Women (MCW), the Philippine Youth Development Plan (PYDP), and the UNFPA 8th Country Programme of Assistance to the Philippines 2019-2023.

Requirements:

Qualifications and Experience

Education:  

Advanced degree in public health, medicine, sociology, demography, economics, international relations, international development, public administration, management or other related field with five (5) years work experience on youth development or any relevant field; or

Bachelor’s degree in a relevant field mentioned above combined with seven (7) years of relevant professional experience.

Knowledge and Experience:

Substantive knowledge and practical experience in population, reproductive and sexual health programming.

Sound knowledge of the social and cultural realities as it relates to adolescents and youth.

Strong research and analytical skills.

Demonstrable knowledge of youth issues including sexual and reproductive health and rights (SRHR) and Gender/Gender-Based Violence.

Experience in program management;

Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable

Language

Fluency in Filipino and English
