The Position

The Security Training and Policy Officer is located at the Office of Security Coordinator, Office of the Executive Director. The incumbent develops security training for UNFPA personnel to enable UNFPA’s strategic priorities. The incumbent develops training programmes in collaboration with relevant UNFPA Divisions at Headquarters, in line with the UNFPA/UN security policies in coordination, primarily to be delivered via interactive on-line training techniques and learning approaches, including facilitating the compilation and production of training videos.

 Under the overall guidance and direction of the Chief of the Office of the Security Coordinator, the incumbent will exercise responsibility for planning, implementing and managing the UNFPA security training programmes/activities portfolio.

The incumbent is expected to travel to the field to deliver security training and learning in conjunction with the Regional Security Advisors and UN system security professionals to UNFPA personnel.

Job Purpose

● Support the overall planning and design of training courses, manuals and tools and the implementation of OSC’s annual training plan for Country, Regional Offices and HQs Divisions. 

● Participate in the development of coordinated inter-agency security strategies and policies for an efficient and effective UN security learning programme within UNFPA.

● Develop training courses, webinars and tools in accordance with the UNSMS/UNFPA’s methodology for course design and in line with the priority areas identified through needs assessments;

● Oversee the packaging, piloting and roll out of training courses;

● Apply new technologies to the development and dissemination of online courses and support the consolidation of training related data and the development of criteria/statement of requirement for online platforms.

● Review draft security policies documents in collaboration with RSAs, prepare briefing material for internal and external meetings to ensure UNFPA’s interest is integrated in such documents; 

Requirements:

Qualifications and Experience

Education
 
Advanced university degree in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. 
 
Knowledge and Experience
 

● A minimum of 5 years progressively responsible experience in the fields of adult based learning, pedagogy, training/capacity, (including the design and delivery of UNSMS policy-based learning programmes) and content management and on-line training is required.
● Development related to UN Security training and/or Education, or other related areas;
● Experience working in a multicultural and/or international work environment or post-conflict environment outside home country is required. 
● Experience in the design and management of e-Learning materials is highly desirable;
● Field experience with the UN/NGO Security or security training system is highly desirable.
● Experience with videography, video conference platforms/annotation tools, SharePoint, expert knowledge of data analysis, excel, Google sheet is highly desirable. 
 
Languages
 
Fluency in English is required; Working knowledge of other official UN languages is an asset.
