Job Setting: 

The Programme Manager of the Swedish funded Joint United Nations Programme on SRHR/HIV and GBV Integration is located in the East and Southern Africa Regional Office (ESARO) based in Johannesburg, South Africa. S/He reports to the HIV Prevention Advisor of UNFPA ESARO and falls under the overall leadership of the Deputy Regional Director. The Programme Manager will work closely with select programme staff and other key UNFPA ESARO technical, programme and operational staff for the effective implementation of the key components of the programme. S/He is the overall coordinator of the Joint Programme and will work in close collaboration with regional focal persons from UNAIDS, UNICEF and WHO and the UNFPA Focal Persons in the participating countries to ensure the delivery of the Joint United Nations Programme on SRHR/HIV and GBV. She/he is responsible for providing policy, programme and operational management guidance to the UN partners, programme staff and countries in an integrated and coordinated manner for the successful implementation of the programme deliverables/results. S/He will manage a team of Programme Managers including a Programme/Finance Specialist (NPO), an M&E Programme Specialist (NPO) and a Programme Assistant (GS). Together they are responsible to ensure the proper coordination, management and implementation of the Joint UN programme.

 

Job Purpose:

The Programme Manager will act as the convener of the Regional Interagency Work Group and will closely coordinate the implementation of the programme with the assigned focal persons from UNAIDS, UNICEF and UNFPA. S/He will coordinate the implementation of the programme in consultation with the technical, programme staff of UNFPA ESARO to ensure that the implementation of the Joint UN Programme is catalytic and integrated to support the implementation of the overall UNFPA Strategic and Regional Plan of action. S/He is the coordinator and manager of the programme and responsible for ensuring that policy, programme and operational management guidance is provided to the UN partners, programme staff and countries that are part of the programme in an integrated and coordinated manner for the successful implementation of the programme.

 

Working within the ESARO and in collaboration with relevant Country Offices, the Programme Manager will coordinate and supervise implementation of the regional programme including the day-to-day management of operations. The Programme Manager will ensure regular communication with the donor (s) and facilitate site visits for programme monitoring. All monitoring, evaluation and reporting related commitments will be the responsibility of the Programme Manager. S/He will provide strategic advice and ensure appropriate coordination within ESARO and with concerned COs and various partners on the implementation of the programme. The Programme Manager will also have the responsibility for expanding the partnership and donor base in respect to the programme and ensure that from the beginning aspects of sustainability are integrated into the Programme. The programme Manager will be responsible for updating the RD, R-UNDG and other levels of UNFPA on the progress of the programme and partnership with Sweden and other funders in respect to the programme, its results and sustainability.

 

Education: 

  • Post-graduate university degree in international relations/development, management, public administration, Public Health, communication, economics, sociology, demography, and public policy or equivalent development related area.

 

Knowledge and Experience:

  • 10 years of increasingly responsible professional experience in development programmes, of which seven years at the international level
  • Work experience from developing countries' context;
  • A track record of extensive national/international working experience with increasing managerial responsibilities in the development arena and UNFPA mandate areas;
  • Experience in leading/managing knowledge product development and dissemination;
  • Project management experience including results based management and human rights based programming is essential
  • Strong track record of leadership and management, and proven ability to produce demonstrable results;
  • Ability to build and motivate / lead cross-cutting teams to produce client-oriented results;
  • Technical as well as programming experience;
  • Strong verbal communication and writing skills in English is essential.

 

Languages:

  • Fluency in English. Depending on the duty station, a working knowledge of another UN language such as French, Spanish, Arabic, Chinese or Russian may be required.
