Purpose of cosultancy:

The purposes of the Programme Analyst Consultancy are:

a)            Support the management of UN Action’s Multi-Partner Trust Fund (MPTF) and prepare the UN Action Secretariat’s annual funding proposal and oversee the budget/expenditure

b)            Support HFCB GBV team on the intersections between the GBVIMS and the Women, Peace and Security framework, and in reporting and M&E capacities

c)            Support the advocacy campaign strategy for the UN Action network

d)            Contribute to the UN Action Secretariat’s cross-cutting projects

 

Scope of Work

 

a)            Support the management of the UN Action’s Multi-Partner Trust Fund (MPTF) and prepare the UN Action Secretariat’s annual funding proposal and oversee the budget/expenditure

•             Administer and monitor funding proposals to the MPTF on behalf of UN Action member entities, ensuring objectives are conceptually in line with the goals and deliverables of the UN Action Strategic Framework, working closely with the UNDP MPTF Office.

•             Monitor ongoing projects and evaluate projects completed in 2018 and 2019 funded by the MPTF

•             Manage a quarterly reporting system on funded UN Action MPTF proposals.

•             Liaise with the UN Action Focal Points to prepare the text for the annual UN Action Progress Report.

•             Organize a workshops to review projects and learn lessons, as agreed upon

•             Support the development and implementation of a strategy for the MPTF until December 2019 (end date of current trust fund)

•             Support a possible review of the MPTF

•             Support development of a concept and fundraising strategy for MPTF going forward

•             Support the development of log-frames for projects to be funded by the MPTF

 

b)            Support the UNFPA GBV Team

•             GBVIMS/MARA: Support the initiatives lead by the GBVIMS Steering Committee on information sharing from the GBVIMS to the MARA (including working with the GBVIMS Inter-Agency Coordinator and the Steering Committee in capturing lessons learned of the first pilot rollouts of the Guidance Note, identifying good practices and/or areas of improvements, etc.). 

•             Reporting: Support the GBV Team in grants monitoring and donor reporting related tasks (including establish and maintain an up-to-date financial monitoring system, regularly informing budget owners about expenditures, support with financial forecasting, draft project update and report for donors in collaboration with the team and UNFPA Regional Offices and Country Offices);

•             Monitoring: Support the GBV Team in establishing M&E frameworks for the various grants managed by the team (including supporting with the collection of baseline data, setting up monitoring tools);

 

c)            Support the advocacy campaign strategy for the UN Action Secretariat

•             Maintain the Stop Rape Now Campaign website (www.stoprapenow.org), identify and work with consultant for technical maintenance

•             Prepare options paper on use of Stop-Rape-Now campaign with OSRSG SVC and the UN Action Network in view of the ten-year anniversary of SCR 1888 in 2019

•             Support implementation of this decision and preparation for the ten -year anniversary in working with the Communications Officer in OSRSG SVC to amplify awareness

•             Support planning with Focal Points on possible activities during the ten-year anniversary

 

d)            Contribute to the UN Action Secretariat’s cross-cutting projects

•             Support the development of secondment-arrangements between UN Action members including UNFPA (pending funding) and the UN Action Secretariat

•             Support preparation of and participate in meetings of UN Action’s Focal Points, the Resource Management Committee of the MPTF, Steering Committee and annual Strategic Planning Meeting.

•             Prepare meeting records•            Review UN Trust Fund to End Violence Against Women proposals as UN Action’s Programme Advisory Committee member.

•             Perform additional responsibilities, as required, by the demands of the service and OSRSG-SVC.

 

Requirements and Qualifications:

  • Advanced University Degree or equivalent in law, political science, gender studies, social anthropology, socio-economics or other related field
  • Minimum 5 years professional experience in monitoring and evaluation, programme management, or results based management
  • Work experience at the United Nations required
  • Work experience with public awareness campaigns and fundraising desirable
  • Work experience in addressing CRSV, GBV prevention and response programming and coordination in humanitarian settings desirable
  • Fluency in English (oral and written) is required. Working Knowledge of another UN language will be considered an asset.
