Background information :

 

The Republic of Haiti; s population in 2022 is 11.8 million, with 57 percent living in urban areas.Young people under 25 account for 51.4 percent of the population in 2022. Over the last twodecades, population growth has slowed down, due to declining fertility rates (from 4.8 in 1994 to 3in 2017) and increased out-migration flows.

 

Haiti faces multiple structural and multidimensional challenges in the political, social, economic, security, environmental and humanitarian spheres. The political and socio-economic crisis, food insecurity, gangs’ violence, disasters, climate change and the cholera endemic have contributed to worsen the precarious humanitarian situation. An estimated 4.9 million Haitians (43 percent) need humanitarian assistance (OCHA, 2022). Haiti´s high vulnerability to recurrent disasters - especially hurricanes, floods, and earthquakes - contributes to deepening the cycles of poverty, inequalities, displacement, and migration. Since the end of July 2022, Haiti has been experiencing social protests that have gradually gained momentum, through roadblocks across major cities, looting the offices and warehouses of international and national organizations, until reaching an alarming peak across the country on 12 September and the entire country remains paralyzed.

 

The GBV working group is co-chaired by the UNFPA and Ministry of social affairs (MCFDF). The UNFPA plays a technical role and supports the ministry and GBV members with adequate capacities as needed. Indeed, the goal of the GBV working group is to develop effective and inclusive mechanisms that promote a coherent, comprehensive and coordinated approach to GBV including prevention, care, support to GBV survivors with multi sectoral services and data collection for advocacy, services coordination, etc.

However, the data collection which is an important component of GBV in emergencies

remains the challenge for the GBV working group in Haiti. There is no dedicated GBV IM officer to support in assessment, planning, coordination, monitoring and evaluation of GBV initiatives through the use of available global guidelines and standards, and in line with UNFPA’s Minimum Standards for Addressing GBV in Emergencies.  Therefore, the CO requires a  GBV IM officer to support the GBV working Group in the implementation of a standardized data collection exercise for GBV needs assessment and service mapping, produce  a dashboard to be updated on a monthly basis, the SitRep, factsheet for increased visibility of the UNFPA programming response in Haiti and resource mobilization.  He/She will be guided by HRD to ensure he/she is collecting data in line with UNFPA guidelines, meta data, etc.The  GBV Information Management Surge Specialist is responsible for maintaining, strengthening, leading and managing the GBV working group Information Management functions

 

Organizational setting :

 

Based in Port au Prince, under the direct supervision of international humanitarian coordinator and overall guidance of the Deputy Representative, the GBV information Management specialist work closely with the GBV sub-cluster Coordinator, Humanitarian coordinator, Program and Operations Teams in the UNFPA Country office.  S/he will also work closely with different entities in the Ministry of social affairs, NGOs and partners to reinforce in the humanitarian assistance..

Role Description:

 

In collaboration with the GBV sub-sector Coordinator, the GBV information Management Officer will serve as the focal point for data management  oversee the collection, collation, management and analysis of data relevant to the emergency  context in Haiti aggregate the relevant information in the form of narrative text, maps and graphics for use in decision-making, health sector situation reports, donor reports, and other relevant documents. Under the guidance of GBV sub-cluster coordinator, the incumbent will be responsible for data Management activities at the country level. He/she will collect, triangulate, compile relevant information pertaining to the emergency context ensuring their reliability and accuracy. He/she will have ongoing contacts with national authorities, other UN agencies, health cluster partners, INGOs, etc. to facilitate the collection and dissemination of related data.

 

MAJOR DUTIES AND RESPONSIBILITIES:

 

Data Collection and Management:

 

  • Carry out the required analysis and calculations to produce the GBV sub-sector key humanitarian figures for the Humanitarian Needs Overview (HNO) and the subsequent Humanitarian Response Plan (HRP), including severity analysis, GBV People in Need (PiN), response targets and the financial requirements
  • Coordinate and compile data for service mapping from GBV Sub-cluster members (e.g., service mapping and developing and 3/4/5Ws matrix, data base); 
  • Coordinate information management with other Protection and OCHA IMOs in the development and implementation of Sub-sector information management systems
  • Ensure the quality of information submitted by GBV actors meets effective analysis requirements, and provide regular capacity building support for GBV actors on IM and reporting tools (training, one-to-one support, learning sessions during GBV sub-sector meeting
  • Work with the GBV sub-sector to adopt a standardized GBV incident report/intake form and other relevant forms as necessary
  • Train partner organizations and other sectors in the use of this form with particular emphasis to the Guiding Principles for Working with GBV Survivors and in line with the GBV Information Management System (GBVIMS)
  • Establish and maintain partnership in order scale up data collection and display 
  • Conduct regular analysis on GBV response trends  provide conclusions and recommendations to GBV coordinator (such as gaps in geographic targeting and types of services)
  • Elaborate regularly (monthly and quarterly) reports on situation of the GBV in the country

 

Programme Support:

 

  • Support the CO to develop the simplified incident databases including content, structure, file location, backup system.
  • Collect, collate, manage and analyze data from all partners; aggregate the relevant GBV related information. and transform it into narrative text, maps and graphics to enable strategic planning and decision-making.

 

  • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to intersectoral dashboards and reports.
  • Verify data quality (completeness, timeliness), identify gaps in GBV information management, recommend corrective actions and prepare relevant documents to include in
  • project proposals, internal and external situation reports (SitReps), bulletins, GBV risk assessments, health needs overviews (HNO), and strategic response plans (SRP), etc.
  • Participate in any other activity that may be required in connection with the incident data management and perform any other incident-specific related duties, as required by the functional supervisor.

 

Knowledge Sharing and Communications:

 

  • Ensure gender, sex and handicap aggregated data and inputs relevant to the GBV sub- sector Working group are provided.

 

Monitoring and Evaluation:

 

  • Support the implementation of Assessment as needed Conduct monitoring visits where possible

 

Capacity Development:

 

  • Provide coaching to newly recruited staff and consultants IM or M&E, where appropriate.
  • Coach and build capacity of staff of implementing partners on information management as needed.
  • Support the CO to develop GBV data framework based on a global data framework through technical support from HRD

 

Any Other Duties:

 

  • Perform any other duties as required by the Deputy representative

 

Qualifications and Skills Required:

 

  • Advanced technical degree in social sciences, (e.g. in public health, humanitarian affairs, political science, development studies, demography or a related field) or IT/Data management or the equivalent combination of education and experience in a related area.
  • Professional experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc. 
  • A minimum of 5 years of experience working in humanitarian situation, complex crisis, natural disasters, conflicts.
  • Professional experience with GBV or any other aspect of protection in emergencies, including demonstrated understanding of monitoring and evaluation (M&E).
  • Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management (i.e. GBVIMS training).

 

Required Competencies:

 

  • Knowledge of the Cluster Approach and inter-agency coordination.
  • Familiarity with Excel, desktop publishing software, and basic website management.
  •  Previous experience working with an international organization in a humanitarian or development context.
  •  Knowledge of international protection, human rights and international humanitarian law is desirable
  •  Commitment to a survivor-centered approach in the response to GBV.
  • Ability to work effectively under pressure.
  •  Strong analytical and organizational skills.
  •  Excellent knowledge of French and English. Working knowledge of another UN official language would be an asset.
