Job Summary

The Lebanon Country Programme (CP) 2017-2020 combines emergency preparedness, humanitarian response, resilience and development support in a politically and security complex environment. The CP is designed around 3 integrated and inter-related outputs (i.e. RH, Gender/GBV and youth) with an overall goal of improving access to reproductive health /family planning services. Attention to population dynamics and gender are supportive strategies and the programme targets the most underserved populations, especially women and youth/adolescents including refugees, marginalized and vulnerable groups.

In addition to being guided by the Lebanon CP, UNFPA also contributes to the key priorities and results in the Lebanon Crisis Response Plan (LCRP) - regarding the Syria Crisis - as well as the UN Strategic Framework (UNSF) 2017-2020 namely in the areas of health, gender equality, human rights and youth.   

The UNFPA office is Lebanon is based in Beirut and the programme is implemented in collaboration with a wide range of partners including NGOs/CSO, line ministries, UN agencies, and research and academic institutions.

The RH Programme Specialist directly reports to the UNFPA Head of Office/Assistant Representative. S/he is responsible for the overall management and leadership of the RH programme and team. 

Education: 

Masters degree in Public Health, Medicine or other related social science field.

Knowledge and Experience:

  • At least five years’ experience in Health/Reproductive Health (RH) with professionally responsible relevant experience in programme planning, management and implementation in a context of results-based management and programming. Successful record of program management responsibilities.
  • Awareness and demonstrated thorough knowledge and understanding of RH/FP/maternal health environment, context, challenges (including in humanitarian settings) in Lebanon.
  • Familiarity with the UN system and government work is an asset.
  • Proven technical and managerial skills in the development of project proposals, implementation, monitoring and evaluation of RH programmes.
  • Broad knowledge of international/regional RH, population and development issues with specific attention to youth needs, gender and cultural awareness/sensitivity and human rights approaches.
  • Proficiency in software application use.
