The position:

The Gender Programme Analyst analyses and assesses relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes. 
The Gender Programme Analyst is located in Country Offices (CO) and reports to the UNFPA Assistant Representative. The Gender Programme Analyst will be responsible for the Gender and Human Rights related interventions of the Country Programme.

Job Purpose:

The Gender Programme Analyst substantively contributes to the effective management of UNFPA activities in the areas of gender and human rights, and GBV prevention, especially during the humanitarian response. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to programme formulation and evaluation, joint programming initiatives and national development frameworks.
The Programme Analyst guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary, and will assist the Country Office in the planning, coordination and implementation of humanitarian interventions, including rapid assessments, resource mobilization, staffing, and technical areas of intervention.

 Requirements:

Qualifications and Experience

Education: 

Advanced degree in Gender and Development, Law, Social Work, Population, and/or other related social science discipline.

Knowledge and Experience:

At least 2 years of increasingly responsible professional experience in development, preferably gender, population field.

Practical programming and strategic planning experience.

Knowledge of rights-centered approaches and gender mainstreaming in social development;

Good knowledge and understanding of the gender and human rights related issues; Working experience in policy analysis, and advocacy for gender, women empowerment and human rights in the context of sustainable development; and working experience in communication and advocacy;

Demonstrated experience in programme/project planning, design, follow up, monitoring and evaluation.

Experience using office software packages and web-based management systems.

Prior UN or international NGO experience will be an asset.

Ability to organize work effectively and to meet planned deadlines.

Experience working with government implementing partners

Familiarity with government planning processes and systems

Languages:

Full proficiency in English and Lao language is essential.
