Job Summary:

Under the direct supervision of the UNFPA SROC Director and/or Deputy Director, the Liaison Officer plays the leading role in the delivery of the UNFPA Multi country programme in policy advocacy and dialogue and is responsible for the day-to-day programme and operation activities of the Liaison Office for Barbados and the OECS.

 

The Liaison Officer effectively communicates with national counterparts, demonstrating empathy with national perspectives, projecting the program of the organization and promoting at the national level the goals of the program to enhance the effectiveness of UNFPA advocacy.  S/He pursues new program initiatives from origination through execution with a strong emphasis on the identification of new clients or expansion of existing client relationships.  The impact on the overall UNFPA program is significant in projecting the organization’s role/capacity as a reliable partner with a qualitative edge. The Liaison Officer takes an important role in resource mobilization efforts with donors.

 

Job Purpose:

The UNFPA Liaison Officer plays a leading role in strengthening the Country’s capacity to implement the ICPD Program of Action within the context of its national development efforts for the achievement of the SDGs, thus ensuring national ownership. The Liaison Officer substantively contributes on advancing a policy-oriented agenda, leveraging the resources of national governments, building strategic alliances and partnerships and developing internal and external communication. The Liaison Officer proactively support the resource mobilization strategies at country level and provides the Representative or Country Director with information on achievement of results in the implementation of the UNFPA initiatives.

 

Education:

Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.

 

Knowledge and Experience:

·       5 years of progressively responsible professional experience in the field of development and population activities, preferably policy development, advocacy, resources mobilization, appraisal and management.

·       Proven ability to manage teams to achieve demonstrable results.

·       Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.

Languages:

Fluency in English is required.
