Background
With offices in 140 countries, specialized expertise in demography and in SRHR and partnering with others in the UN system, UNFPA’
contribution of adolescents and youth has 5 prongs (UNFPA strategy on adolescents and youth), one of these prongs is Promotion of

Comprehensive Sexuality Education (CSE). UNFPA Strategic Plan (2018-2021) focuses on strengthening policies and advocacy for large-
scale, sustainable sexuality education that is comprehensive and reaches young people in and out of school.

The right of access to CSE is grounded in fundamental human rights and is a means to empower young people to protect their health, well-
being and dignity. When CSE is started early, young people are more empowered to make informed decisions about their sexuality, including

their sexual and reproductive health, and can develop the life skills necessary to protect themselves while respecting the rights of others.
UNFPA Operational Guidance for CSE launched in 2014 guides UNFPA’s support to governments and other partners as CSE programmes,
both in and out of school, are designed, implemented and evaluated. Building on current standards, it outlines steps to identify priorities,
implement actions and evaluate outcomes. UNFPA has been involved in the development of Revised International Technical Guidance on
Sexuality Education (ITGSE), launched in January 2018. The revised guidance provides evidence on the role that CSE plays addressing the
needs of children and young people, as well as presents key concepts, topics and learning objectives for CSE curriculum.
UNFPA also leads on the development of the International Guidance on Out of School CSE. UNFPA is the leading agency on the ground so
support governments and communities to implement CSE programs. Since young people are increasingly demanding their right to sexuality
education, UNFPA provides support to empower youth leaders and develops specific tools to support community involvement in sexuality
education.
