The Position:
The post of Investigations Specialist, Head of Intake, Policy and Reporting, is located in the Investigations Branch which is a part of the Office of Audit and Investigation Services (OAIS). The position will be located in the UNFPA Headquarters in New York.

Job Purpose:
The Office of Audit and Investigation Services (OAIS) is an operationally independent office at UNFPA, and reports to the Executive Director of UNFPA. The Office is responsible for supporting the achievement of the objectives of UNFPA by contributing to the improvement of its operations, risk management and results through internal audit and investigation services.
OAIS is the sole entity at UNFPA mandated to conduct independent investigations into allegations of all types of wrongdoing, including those of sexual exploitation and abuse, and of harassment (work/sexual) and abuse of authority), involving personnel or entities in a contractual relationship with UNFPA.
OAIS performs its investigation work in accordance with the provisions of the UNFPA Policies and Procedures Manual, the Oversight Policy, the Policy for Vendor Review and Sanctions, the Charter of the Office of Audit and Investigation Services (OAIS Charter) and the Uniform Guidelines for Investigations.
The investigation team is comprised of a Chief, seven Investigations Specialists, three Investigation Associates and an investigation assistant, augmented with investigation consultants as needed. The Investigations Specialist, Head of Intake, Policy and Reporting, leads and manages the Intake, Policy and Reporting team, which is also comprised of the three Investigation Associates.
Under the supervision of the Investigations Specialist, the Intake, Policy and Reporting team is responsible for the overall management of the UNFPA Investigations Hotline, interfaced with OAIS’s case management system. The Intake, Policy and Reporting team is also responsible for the assessment of all reports/complaints of wrongdoing reported to OAIS. The assessment determines whether the case should be closed, referred to another unit or entity, or assigned for investigation. The Intake, Policy and Reporting team also oversees the collection of data on the Investigation Services’ work and supervises the preparation of narrative and statistical reports and related output, supports efforts to develop templates and policies to improve investigative activities, assists with the quality assurance of investigation reports and other documents, and directly carries out or supports investigative activities as and when required.
Qualifications and Experience
Education:
• Advanced university degree in law, criminology or closely related fields. (A first level university degree with a combination of significant relevant education, professional certification(s), training and experience in the field of investigations may be accepted in lieu of an advanced degree).
• Formal training and/or certification in law enforcement methodologies, an asset. Admission to the Bar, an asset; Certified Fraud Examiner (CFE), highly desirable.
Knowledge and Experience:
• A minimum of 7 years of progressively responsible, relevant professional experience in complex criminal and/or administrative investigations, with a proven track record in planning and executing investigations, including as a case lead investigator.
• Demonstrated advanced experience in investigating white-collar crime and coordinating investigations; demonstrated experience in investigating sexual exploitation and abuse, as well as harassment (work/sexual) and abuse of authority.
• Proven ability to conduct and lead complex investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations.
• Good knowledge of UN policies, procedures and jurisprudence relevant to administrative investigations highly desirable.
• Experience in an International Organization (UN system or multilateral context) highly desirable.
• Experience in conducting investigations in developing countries highly desirable
Languages:
• Fluency in English is required, with proven ability to express well verbally and in writing.
• Good knowledge of other UN official languages (in particular French, Arabic, or Spanish) desirable.
