Position Summary:

The position of International Program Coordinator, Reproductive, Maternal, Newborn, (Child) and Adolescent Health  is located in Kiribati and will organizationally be part of the UNFPA Pacific Sub-Regional  Office.
 
The post is under the overall guidance and leadership of the SRO Director and Representative and direct supervision of the SRO Sexual and Reproductive Health Adviser  with inputs from the Assistant Representative, Gender Adviser, Reproductive Health Commodity Security Specialist, Youth and Adolescent Health Specialist and the Monitoring and Evaluation Programme specialist.

The  International Program Coordinator, RMN(C)AH will coordinate and oversee the sexual and reproductive health and rights (SRHR) component of the SRPD, including providing technical, programme and operational support to the implementation of the consolidated Ministry of Health and Medical Services (MHMS) annual work plan  for strengthening integration of Family Planning, Maternal and Newborn Health, Youth and Adolescent Health services, Cervical Cancer prevention, Gender Based Violence services in the Health System and provide substantive support towards the conduct of the DHS and analysis of data

S/He will have the overall responsibility to guide and manage an innovative and responsive programme for the effective implementation of the RMNCAH systems development and improved UN business model streams of work, ensures the quality of interventions and outcomes, coordinate implementation of interventions and activities, monitoring and evaluation at all levels of the health system and document best practices and lessons learned in the management of the work plan with technical support from UNFPA, UNICEF and WHO personnel.
 
He/She will work with the Ministry (RMNCAH Committee) and country partners to draw up an exit strategy for the UN coordination role of the RMNCAH Programme for a successful transition to government by end of 2019 and ensuring substantive capacity building for programme coordination and management has taken place for sustained support to RMNCAH systems and results.

Requirements:

Qualifications and Experience

 
Education:   
 
• An Advanced (Master’s) University Degree in Health Sciences, Social Sciences or Public Policy/ Administration,  or 
• An equivalent professional qualification in a discipline relevant to the following areas: Health Sciences, Reproductive Health; Public Health; Health Policy, Financing and Management; Family Health; Health Research; Health Promotion; Medicine; Midwifery or Nursing.
• Specific training in Reproductive Health will be an asset.   
 
Knowledge and Experience: 
 
• Minimum of seven (7) years of increasingly responsible professional experience at the advisory/managerial level in the area of relevant programme management and coordination, with at least three years at an International level;
• Seven years of relevant and increasingly responsible experience in managing RH or health programmes, of which at least three years national and/or international experience in advising on SRH programmes RH commodities, health systems and supply management;
• General knowledge of the principles and operational aspects of integrated RMNCAH care;
• Previous solid experience with increased responsibility at the national and international level in a developing country and in the areas of planning, budgeting, management, monitoring and evaluation of reproductive, maternal, new-born, child and adolescent health programmes; designing and appraising programmes and projects;
• Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and  consultants;
• Familiarity in communicating in a clear and articulated manner, technical and/or complex issues to different types of audiences; 
• Possess excellent interpersonal, negotiating, intercultural communication skills for the dissemination of information and advocacy activities and political acumen; 
• Proven experience in managing complex programs and large scale projects would be an asset;
• Experience working directly with developing country ministry of health staff preferred.
• Previous experience with the United Nations and/or an International Institution or Organization is preferred;
• Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures, an asset
• Proven skills in report writing and publication of articles in maternal health and family planning are essential.
• Experience working in the Pacific  Islands is desirable;
• Computer Literacy: Proficiency in the use of standard MS Office packages and the Internet.
 
Languages: Proficiency in both spoken and written English Language. Working knowledge of Pacific languages is an asset.
  
Length of assignment: An initial Fixed term Assignment for three (3) years with the possibility of an extension.
