Purpose of Consultancy:

 

UNFPA has been implementing programs supporting the Rohingya people from the beginning of the humanitarian crisis. UNFPA supports the sexual and reproductive health (SRH) activities within the camps and the host communities, Gender Based Violence (GBV) interventions through Women Friendly Spaces and Women Led Community Centres. In addition, UNFPA promotes life skills amongst adolescent boys and girls through the provision of structured sessions on gender, SRHR, conflict resolution, safety, social and emotional skills, among other topics.

The purpose of this consultancy assignment is to conduct a study of the programmes implemented by the United Nations Population Fund (UNFPA) Sub-Office in Cox’s Bazar, in the Rohingya refugee camps and affected host communities, in order to assess the extent to which the programme delivers value for money.  This assessment will serve as a measure of accountability to internal and external stakeholders, and facilitate organizational learning on value for money.

 

The following is a list of indicative but not exhaustive tasks that the consultant has to undertake to deliver the outputs of the ToR:

Main questions: 

  • To what extent can UNFPA demonstrate that the intervention has delivered added benefit and value to refugees, participating groups, host community, partners and others if applicable;
  • To what extent can this be considered an effective use of invested resources?
  • To what extent has the programme overall delivered value for money?
  • To what extent has the programme incorporated learning to improve subsequent/current programming?

 Sub- question:

  • How could UNFPA monitoring and evaluation system be adjusted to better facilitate socio-economic cost benefit analysis in future?
  • How differently UNFPA programme could be technically supported and designed to ensure VfM?

In defining the ‘best’ results, UNFPA is concerned with scale (numbers of people benefiting), depth (intensity and sustainability of change) and inclusion (in other words, a change has greater impact if it benefits people who are more excluded and marginalized).

 

Consultant will also include in the report, so called 4 ‘E’ conceptual framework:

 

Economy- assess the degree to which inputs are being purchased in the right quantity and at the right price.

Efficiency- assess how efficiently the project is delivering its outputs, considering the rate at which intervention inputs are converted to outputs and its cost-efficiency

Effectiveness-  assess the quality of the intervention’s work by assessing the rate at which outputs are converted into outcomes and impacts, and the cost-effectiveness of this conversion

Equity- degree to which the results of the intervention are equitably distributed

 

The duration of the consultancy will be 6 weeks

 

Submission of first draft assessment report no later than May 01, 2020.

Revision and submission of the final assessment report no later than May 20,2020. (50% payment upon submission of the final assessment)

Debriefing presentation to be provided no later than May 30, 2020. (final payment upon submission and acceptance of the work).

 

All versions of the final documents should be delivered in electronic format, using MS Word.

The Consultant will receive a lump sum based on deliverables.

 

The Consultant will work as part of the UNFPA Sub office in Cox’s Bazar under the overall supervision and guidance by Head of Sub-office and in coordination with:

  • Gender, SRHR, and A&Y Teams
  • Humanitarian Coordinator

Programme Officer – M&E

 

Expected travel: 

The consultant will be expected to travel with UNFPA staff as per directives of the Head of Sub-office. For all official travel, UNFPA will provide the consultant with travel or meet travel related costs as per UNFPA’s guidelines and policies.

 

Specific travel locations at the field level will be decided in consultation with UNFPA’s SRHR, GBV, and A&Y teams before commencement of the study

 

Qualifications and Experiences:

 

Education

Master’s degree or equivalent in economics, international development, international relations or other social science or public health fields is required.

 

Work experience

  • At least 7 years progressively responsible experience in designing and managing programmes, preferably on gender, SRHR, adolescents and youth, and/or violence against women and girls
  • Proven experience in capacity building programmes, preferably for the United Nations, the EU or the World Bank.
  • Experience in providing technical assistance, data and policy analysis, strategic planning, results-based management
  • Experience working with governments, donors, civil society organizations.
  • Proven experience supporting partnerships 
  • Experience and sound knowledge in Monitoring and Evaluation, Results based Management, Human Rights based Approach.
  • Experience in developing countries.
  • Previous experience with the UN and specifically UNFPA is an asset.
  • Experience working at joint UN programmes/projects is considered an asset.

Language

  • Fluency in English is required
