Background
1. Introduction/Background
The South Sudan population is among the youngest in the world with about 73.7% of the total population is below 30 years old (2008 census). This population requires urgent attention to address challenges related to unemployment, poverty, HIV&AIDS and poor access to health. The majority of the populations are unemployed. This demographic situation is causing a significant pressure in basic social needs which are limited by the prolonged war.
There are ongoing initiatives to address the challenges facing young people of South Sudan; however, there is limited comprehensive outlook of the situation of young people in South Sudan. This makes it difficult to advocate for adolescents and youth issues
Duties and Responsibilities / Scope of work:
Main tasks and responsibilities
This is a qualitative study into state of adolescents and youth in South Sudan. It will use qualitative methods, including but not limited to:
- Document reviews – review secondary data sources on issues of adolescents and youth. This will involve review of global, continental and regional commitments as well as national and state level documents in specific areas for youth development. These may include: South Sudan Development Plan, South Sudan vision 2040, Draft Youth Development Plan & Strategy, and other sectoral policies, plans and reports, administrative data/statistics. The review will also cover any studies and research conducted on adolescents and youth in South Sudan.
- Consultative Meeting with Groups of Youth – Consultative meeting will be held with groups of youth in Greater Upper Nile; the Equatoria and Bar-el-Ghazal; and in Juba for cosmopolitan groups. These consultative meetings will validate some of the findings as well as generate aspirations, dreams and priorities for your people.
- Key Informant interviews - Conduct key informant interviews with policy and decision makers in relevant youth sectors, religious and traditional/cultural leaders and youth leaders themselves.
- Validation workshop - this will be done with mixture of youth, policy and decision makers, services providers, etc.
The International Consultant will be under the overall supervision of the UNFPA Representative and direct supervision of the UNFPA Deputy Representative. However, the Consultant will work on a day to day basis with the adolescents and Youth programme Analyst and the Director General for Youth at the Ministry
Delivery dates and how work will be delivered
Reports are to be submitted both electronically and in hard copy by the end of the assignment, with the following timelines:
- Inception Report after one week of signing contract
- Draft report- 2 months into the consultancy
- Final Report- 2.5 months into the consultancy period
- Popular/brief version 2.5 months into consultancy.
- Power point presentation 2.5 months
Minimum Qualification and experience:
The selected consultant must have the following basic educational and professional experience:
- Master's Degree in development or social science or other relevant discipline
- A minimum of 5 years’ experience with youth initiatives, including research on young people
- Work experience within the African region
- In depth understanding of youth work in resource constrained settings, multi-cultural environment and in post conflict situations
- Previous experience in conducting similar work in post conflict countries and any similar experience in South Sudan is an added Advantage.
- Demonstrate analytical and strategic planning
- Excellent writing and communication skills
- Demonstrated ability to work in team and in harmony with persons of different national background and cultures.
