Purpose of consultancy

An international consultant serves as The Census Liaison Officer to support Office of general Directorate of Statistics on 2022 Housing and Population Census.

Background

The Government of the Democratic Republic of Timor-Leste undertook its third Population and Housing Census (PHC) in July 2015. The first and second censuses were conducted in 2004 and 2010, respectively. The United Nations Population Fund (UNFPA) supports the government of Timor-Leste in conducting the 2022 census to enable national technical and management capacities in the country to plan and implement a high quality PHC in accordance with scientifically established and internationally recognized standards and procedures. Results of this PHC will be used for development planning for raising the standard of living of the population of Timor-Leste, good governance and maintaining equity and equality among all subgroups. More importantly, the information will be used to review the short-term goals of the national Strategic Development Plan, 2011-2013. The planning and execution of the 2015 Census was done by the General Directorate Statistics in the Ministry of Finance.
The liaison officer will serve a liaison between GDS, UNFPA and the technical assistance specialists (TAS).

Scope of work

The International Consultant will work closely with GDS and UNFPA on the following:

  • Brief the Director General of the GDS and the UNFPA Representative on the execution and management of the 2022 Population and Housing Census of Timor-Leste;
  • Support GDS and the TAS in the development of a detailed planning of the census activities and monitor the effectuation of identified coordination needs, processes, deliverables and milestones;
  • Liaise with national and international stakeholders on the objectives of and requirements for the PHC 2022 and the progress made in the preparation of the PCH 2022.
  • Support UNFPA and the national government in developing and implementing census resource mobilization.
  • Coordinate with the technical assistance specialists and the GDS in different aspects of census taking, including census management and planning, census methodology, ICT infrastructure, data capture and data processing, mapping and geospatial information, logistics, procurement and recruitment, training, quality assurance, communication and publicity, tabulation, analysis and dissemination, and the post enumeration survey.
  • Identify technical assistance needs and facilitate relevant technical support from development partners and other agencies, as and when required;
  • Support the GDS in the development and implementation of a census risk management strategy, including risk identification and assessment, risk mitigation, contingency planning, monitoring and evaluation; 
  • Organize and coordinate the observation of the census by a team of independent experts from within and outside Timor - Leste.
  • Support the GDS to prepare workshops, seminars and conferences to promote commitment to and participation in the census process by national and international stakeholders;
  • Support the planning, organization, execution and management of training activities for GDS as needed;
  • Organize and maintain a documentation system for archiving and accessing census and census-related documentation.
  • Prepare quarterly progress reports of the PHC 2022 activities for submission to GDS and UNFPA, the national Census Technical Team and the Census collaborators forum;
  • Undertake other tasks relevant to the PHC 2022 that may be required by the GDS Director or UNFPA.
  • Provide advice to sister agencies for survey initiatives.
  • Organize a quality assurance system for the data collection.
  • GDS Directorate and UNFPA management are regularly briefed on progress of census activities.
  • Census 2022 detailed plan is submitted to GDS.
  • Additional resources to support census are mobilized.
  • Relevant workshops/meetings/trainings conducted and report produced.
  • PHC 2022 quarterly report submitted to GDS and UNFPA.
  • Census technical assistance needs identified and action taken.
  • Technical Input into census relevant documents provided.
  • Coordination with technical specialists on different aspects of census maintained.
  • census risk management strategy, including risk identification and assessment, risk mitigation, contingency planning, monitoring and evaluation developed and implemented.
  • Census relevant documentation are available and accessible.
  • Monitoring of census activities including field visits conducted and report submitted.
  • The local consultant will be paid on monthly basis upon receiving of monthly report approved by supervisor.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Monthly report to be submitted by consultant 
Regular consultation with GDS, UNFPA management, census technical specialists, and relevant partners.

The consultant will be supervised by UNFPA Representative 

Expected travel

The consultant is expected to travel outside of Dili. The UNFPA will provide DSA for overnight trips.

Qualifications and knowledge of experiences

Education

Advanced university degree in Demography, Statistics, Population Studies, Social Sciences, Economics, Management or related subjects.

Knowledge and Experience

  • At least seven years’ professional experience in the field of socio-economic and/or demographic statistics and data collection and or analysis;
  • Proven experience in support to and management of population and housing censuses and/or large-scale household surveys in a developing country;
  • Ability to work effectively under challenging conditions – in conflict and post-conflict countries, humanitarian crisis situations, poorly resourced countries - and in culturally diverse environments;
  • Experience in organising and providing on-the-job training to local field staff in data collection;
  • Excellent oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors;
  • Excellent written communication skills in English, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports;
  • Maturity and confidence in dealing with senior and high-ranking members of national and international institutions, parliament, government and non-government institutions;
  • Excellent interpersonal skills and the ability to work in a multicultural, multinational, multi-stakeholder environment and demonstrable ability to motivate people and work in a team setting;
  • Substantial level of self-organization, being methodical, having the ability to set priorities and pay attention to detail.
  • Familiarity with research or survey in Timor-Leste is an asset. 
  • Knowledge of the Timor-Leste context is essential.

Languages

  • Fluency in spoken and written English is required;
  • Knowledge of Tetum and/or Portuguese would be an asset
