Purpose of consultancy:
UNFPA is seeking to hire an Accountability to Affected Population (AAP) Advisor to support the Humanitarian Country Team (HCT) in DRC to pilot project : “Amélioration de la rédévabilité vers les personnes affectées, y compris la prévention des abus et exploitation sexuelles au sein de la réponse humanitaire en République Démocratique du Congo”. This project is funded by the Central Emergency Funds and is under the implementation of the United Nations Population Fund (UNFPA), with the objective of strengthening the overall accountability of the humanitarian community in DRC to the affected population with a focus in the humanitarian hubs of Centre-East (Bukavu), South-East (Kalemie) and Center (Kananga), at inter-organizational level.
The HCT in DRC adopted benchmarks during the UN system wide L3 Emergency phase (21 October 2017-20 April 2018) which include specific indicators on AAP and Protection from Sexual Exploitation and Abuse (PSEA), UNFPA has been designated as the lead agency to support the HCT work on that. An AAP/PSEA working group has thus been created, it has identified some priorities to reinforce the AAP approach in DRC and ensure the achievement of outcomes of strategic objective 4 in the 2017-2019 Humanitarian Response Plan.
Scope of work:
The Project will focus on supporting DRC HCT and the humanitarian community at large in DRC on strengthen the AAP/PSEA work in DRC. The consultant will be based at UNFPA and coordinate and support the work on AAP/PSEA in collaboration with the World Food Programme (WFP) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
The incumbent will pursue the following outcomes:
- Strengthened awareness of AAP approach by the humanitarian community, including on prevention against sexual exploitation and abuses for a reinforced application of AAP within the whole humanitarian program cycle by humanitarian organizations in DRC
- An inter-organization complaint mechanism, including special procedures for SEA, is accessible by affected community, provides feedbacks and manages serious issues
- Communities are informed on programs activities, core humanitarian standards and principles, and are able to provide feedbacks to humanitarians
Tasks include:
- Using as a basis the Core Humanitarian Standard (CHS), conduct with clusters/Area of Responsibility (AoR) at central and decentralized level (hubs Center, North East and South East):
- a mapping of existing activities on AAP identifying potential best practices
- a diagnosis of its member’s capacity, practices and strengths and gaps in terms of AAP and PSEA so as to provide the adequate capacity building support;
- Provide hands on support to identified clusters/AoRs in:
- Conducting a diagnosis of what are the existing opportunities to strengthen AAP at a cluster/ inter cluster level;
- Identifying what issues (i.e. protection, access and participation) require specific focus
- Supporting the implementation through field visits, workshops and training.
- Design, coordinate and implement a ToT training in Kinshasa in collaboration with the Global AAP/PSEA reference group as well as basic training on AAP/PSEA approach in humanitarian hubs of Kalemie, Bukavu and Kananga
- Jointly with OCHA, lead the development of a Communication with affected Communities CtC (CtC) strategy and its action plan in DRC for the humanitarian community, develop tools and M&E framework,
- Support the development of joint complaint mechanism including a green line for community feedback in joint work with WFP
- Support UNFPA in coordinating the AAP/PSEA working group and support as well the PSEA network, advising and supporting its functioning at central and decentralized level
- Monitor and provide feedback on the approach used in country for each of the clusters/ AoRs.
- Provide hands on support to Cluster/AoR partners in implementing a tool / approach that improves the quality and accountability to affected populations mechanisms within their response.
- Ensure the UNFPA Representative is informed and can provide strategic direction and present on regular progress to the HCT.
Duration and working schedule:
Duration: 5 months
Start Date: Immediate.
Place where services are to be delivered:
Kinshasa, with 30 days of deployment in each of 3 sub-national humanitarian hubs in DRC (Kalemie, Kananga and Bukavu).
Delivery dates:
He/she will provide the following deliverables:
- Mapping of AAP/PSEA (practices, activities)
- Compendium of promising or good practices in humanitarian programming, on AAP and PSEA
- Action plans on AAP and PSEA at national level, and local action plan in 3 humanitarian hubs
- Development of a communication strategy for communication with affected communities and its associated tools
- Creation and piloting of an inter-organizational complaint mechanisms (green line)
- Capacity gaps report including action points for each cluster/AoR
Monitoring and progress:
Progress will be monitored on a monthly basis, sharing electronically updates against terms of references and deliverables as per above paragraph.
Supervisory arrangements:
The advisor will report to the UNFPA Representative in DRC. The Project will be supported at a technical level by UNFPA GBV Coordinator, OCHA AAP Focal point, WFP M&E team leader in Kinshasa.
Expected travel:
3 sub-national humanitarian hubs in DRC (Kalemie, Kananga and Bukavu).
Qualifications and Experience:
- Minimum of 7 years of experience in humanitarian response, including operational experience.
- Knowledge of humanitarian programming in humanitarian and fragile settings
- Proven knowledge of the subject area and experience working on AAP in operational settings.
- Master’s degree, or equivalent experience in international relations, humanitarian law, social anthropology or related fields.
- Good knowledge of operational strategies for integrating AAP in humanitarian response.
- Experience of partnership approaches and environments – governments, national and international NGOs and UN.
- Ability to work on short time lines, under pressure, and managing multiple priorities simultaneously with minimum supervision.
- Excellent writing, conceptual and analytical skills including the ability to present complex processes and issues clearly to a heterogeneous audience and in an actionable manner.
- Fluency in French is essential. Knowledge of English necessary.
