The Position:

Under the overall supervision of the UNFPA Representative and working in a programme team led by the Deputy Representative the incumbent will ensure effective and efficient coordination, programmatic and operational support to UNFPA’s humanitarian programming and response in Cameroon as relevant, supporting CO in implementing the Country Cooperation Programme (UNFPA-Cameroon). The thematic focus of the humanitarian Coordination support will be centered on Reproductive Health with support to GBV as required by the Gender team in support to the national humanitarian response plans, including the country office’s planning and response related to youth and data in the Lake Chad Basin (Niger, Nigeria and Chad).

Job Purpose:

In addition to the effects of the COVID-19 pandemic, Cameroon is currently affected by two concurrent, complex humanitarian crises: Boko Haram violence in the Far North region and growing humanitarian needs due to the socio-political crisis in the Northwest (NW) and Southwest (SW) regions of Cameroon. The country is also impacted by the influx of refugees in the East and Adamaoua regions. Humanitarian challenges are reinforced by structural factors and chronic vulnerabilities that hinder the long-term recovery of affected people.

Conflict in the Far North: Cameroon is the country most affected by the regional extension of the conflict with Boko Haram, after Nigeria. About 1.2 million people in this region of Cameroon need urgent assistance. Women and girls have been particularly affected by this crisis, exacerbating the existing vulnerabilities due to gender inequalities and limited access to services. Most of them are exposed to different forms of violence and abuse, including sexual violence.

SW and NW region: The situation in the SW and NW which started as a political crisis has now turned into a significant, complex humanitarian emergency with around 2.3 million people in need, an increase of 80 per cent compared to 2018. In October 2019, UN estimates indicated that at least 1.3 million people are in need of assistance and over 656,000 are internally displaced within the two regions. Over 86,000 IDPs have moved into the neighbouring regions – primarily in the Littoral and West but also into Yaoundé, the nation’s capital.

According to OCHA, 4,4 million people in Cameroon need humanitarian assistance and protection in 2020. The funding requirements for the crisis in Cameroon is only 29% and less than 6% for Protection-GBV as of 11 October. 

The Humanitarian Coordinator will work in close collaboration with national authorities, humanitarian agencies (UN and international NGOs) and national partners and civil society organizations to strengthen emergency preparedness and provide humanitarian assistance to crisis-affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Gender Handbook in Humanitarian Action.   The Humanitarian Coordinator has to assure coordination and linkages between regular and emergency programme and to ensure integration of UNFPA mandate within all resilience strategic plans.

Qualifications and Experience:

Education: 

Advanced university degree in Humanitarian Assistance, Public Health, Social Sciences, Demography, Gender and/or other related fields.

Knowledge and Experience:

▪       At least 7 years of relevant experience preferably in humanitarian affairs, emergency relief management, public health or other related areas, prior experience in the region would be an asset

▪       Experience in design, monitoring and evaluation of development projects, humanitarian programming and coordination.

▪       Proven management, coordination and of programme development skills.

▪       Analytical and strategic thinking, results-oriented, commitment to excellence and ability to work efficiently under high pressure.

▪       Track record of building strategic alliances and partnerships, strong communication and networking skills; strong organizational skills.

▪       Appropriate and transparent decision-making abilities.

▪       Knowledge and understanding of UN humanitarian relief operations and procedures.

▪       Good level of emotional intelligence, empathy and conflict management as well as negotiating skills.

▪       Experience in the UN system would be an asset.

Languages:

Fluency in English and French is required.
